As a IT Specialist, you will serve as a technical expert, developing policies and procedures to ensure information systems reliability and accessibility and preventing and defending against unauthorized access to and disclosure of systems, networks, and data.

  • Serves as a technical IT expert, develops policies and procedures to ensure information systems reliability and accessibility and prevent and defend against unauthorized access to and disclosure of systems, networks, and data; works with the GSA Office of the Chief Information Officer (OCIO), to support the Assessment and Authorization (A&A) process and assist in the review and implementation of the Plan of Action and Milestones (POA&M) from the GSA SmartPay contractor banks; and ensures the rigorous application of information security policies, principles, and practices in the delivery of all IT services.
  • Promotes awareness of security issues to management and ensures sound security principles are reflected in the GSA SmartPay contractor banks systems; coordinates and manages contractual support needed to carry out the programs and requirements of the agency-wide IT security program. Develops statements of work, may serve as the contracting officer representative (COR) for those contracts; supports managers and users by ensuring that the Information Systems Security Program activities and IT technical standards and guidelines are accomplished in accordance with prescribed federal laws, standards, policies, and regulations by writing appropriate instructions and guidelines; providing assistance to system administrators, managers and users; and reporting on and coordinating security activities and accomplishments.
  • Reviews risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs; as well as systems security contingency plans and disaster recovery procedures; and conducts systems security evaluations, audits, and reviews with various information security tools.
  • Participates in short and long-range planning for information systems and computer security program activities that include IT technical standards and guidelines. Performs professional work in policy development, strategic planning, evaluation, problem identification and resolution, acquisition and procurement matters, and overseeing computer usage including procurement justification, deployment, and management activities; and develops and implements programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.

Travel Required

Occasional travel - No regular travel is required. However, there will be annual GSA Smartpay forum that maybe held outside of the Washington DC area that will require travel. There may also be travel on an as needed basis such as traveling to the contractor site to conduct site inspection.

The GS-14 salary range starts at $117,191 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, applicants must possess 1 year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as experience identifying vulnerabilities, risks, and protection needs to resolve issues and problems in IT program areas; analyzing alternative approaches concerning major ADP design aspects, such as system interrelationships, operating mode, system software, and/or equipment configuration; and formulating IT security policies, standards, and guidelines.

In addition to the Specialized experience, you must have IT-related experience demonstrating EACH of the four competencies listed below:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates state of the art technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.

  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

  • Comprehensive analytical skills to apply wide range of qualitative and/or quantitative methods for assessment and improvement of INFOSEC program effectiveness.
  • Knowledge of project management principles, methods, and practices including developing plans and schedules, estimating and reporting on accomplishments.
  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
  • Ability to foster productive contacts with Government and private industry.
