Responsibilities

As a BUDGET ANALYST you will be responsible for the following duties:
For the GG-12:
  • Perform work in any of the phases or systems of budget administration, to include formulation of budget and cost estimates to support plans, programs, and activities.
  • Assist with budgetary, finance and accounting, management analysis of expenditures to ensure propriety and compliance with financial, fiscal, and auditing directives.
  • Coordinate and assist with the development of the final budget and program products for moderately complex projects and with the resolution of controversial issues by working in close coordination with analysts and functional area subject matter experts (SMEs).
  • Review program requirements and assist in the development/review of spend plans for accuracy and completeness.
  • Assist in the identification of resource trade-offs within and among competing programs, and provide budget lead with recommendations for resource alternatives.
  • Review funding documentation for accuracy and compliance with applicable organizational policies and instructions.
  • Maintain appropriate internal controls to minimize data inaccuracy and/or the unauthorized use of funding.
  • Advise COTR's, the Budget Director and the Program Manager on the financial aspects of programs in order to assist them in making sound budgetary decisions.

For the GG-11:
  • Performs and/or assists with work in any of the phases or systems of budget administration.
  • Assist with budgetary, finance and accounting, management analysis of expenditures to ensure propriety and compliance with financial, fiscal, and auditing directives.
  • In conjunction with the supervisor, reviews program requirements, and assist in the development/review of spend plans for accuracy and completeness.
  • Reviews funding documentation for accuracy and compliance with applicable organizational policies and instructions.
  • Advises and assists COTRs, the Budget Director and the Program Manager on the financial aspects of programs in order to assist them in making sound budgetary decisions.

Qualifications

This position is a Full Performance Level DCIPS position. DCIPS Full Performance Level positions include GG-11/12. The NRO is accepting applications from both current GS/GG-11 and GS/GG-12 Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-11, GS/GG/12, or equivalent Federal Government employees and non-Federal Government employees for this position. Those selected at the GS/GG-11 grade level may then be considered for future competitive promotion under the NRO Internal promotion evaluation process.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:

For the GG-11:
  • Assisting with cost estimating, budgeting, financial management and governmental program accounting.
  • Formulating budget estimates to develop and consolidate or edit budget justifications and reports.
  • Use of program analysis techniques to review program performance and plans for budgeting improvements. Use of the Intel Community (IC) Program & Budget Submission (IPBS) System.
  • Use of the DoD Planning Programming, Budgeting, and Execution System (PPBS) and/or the DoD Planning Programming, Budgeting, and Execution System (PPBES).
  • Assist in reconciling records of commitments, obligations and expenditures.
For the GG-12:
  • Familiarity with cost estimating, budgeting, financial management, and governmental program accounting; assist in the federal budget process to formulate budge estimates, develop and consolidate, or to edit budget justifications and reports.
  • Research a wide range of financial, management, accounting, and budget concepts, principles and practices; utilize the Intelligence Community (IC) Program & Budget Submission Process (IPBS) and the DoD Planning, Programming, Budgeting, and Execution System (PPBES).
  • Employ industry-standard financial accounting systems in order to reconcile records of commitments, obligations and expenditures; apply the U.S. Code of Federal Regulation on the administrative control of funds to prevent misuse of congressionally appropriated funds.

Education

For the GG-12 level Substitution of education may not be used in lieu of specialized experience for this grade level.

If substituting education for experience at the GG-11 level, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate education leading to such a degree, OR LL.M., if related.
