Responsibilities

  • You will lead the development of theoretical and applied software safety analytical techniques for system safety programs to include Agile software development and Model Based Systems Engineering (MBSE) environments.
  • You will lead the development of R40 processes to execute system safety programs for technology development programs.
  • You will demonstrate expertise in in ship, weapons, unmanned systems and software system safety engineering processes and methodologies.
  • Lead the development of R40 processes to execute system safety programs for technology development programs.
  • You will maintain interface with NOSSA, ONR, NAVSEA05 Technical Authority on the application of specific safety analysis techniques tailored to systems that implement new technology, Artificial Intelligence (AI) and Machine Learning (ML).
  • You will provide review of, and recommended changes to, applicable directives, policies and instructions associated with software system safety and the integration of AI, ML and evolving technologies and methodologies as appropriate.
  • You will demonstrate the ability to effectively and professionally communicate orally and in writing with peers, sponsor organizations, key stakeholders, higher-level management, and industry on behalf of yourself, team, organization and Navy.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Engineering (S) Level III. Certification is required within 24 months of appointment.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty 80 Program/Project Manager, journeyman within 6 months of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND 04 pay band or (GS 12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: A professional engineer or scientist leading or developing software system safety technology programs associated with weapons, combat or unmanned systems.Examples of qualifying experience may include: Leading the development of theoretical and applied software safety analytical techniques for system safety programs to include Agile software development and Model Based Systems Engineering (MBSE) environments; expertise in applying software systems safety engineering techniques, theories, concepts, and principles to Naval Platforms, Weapons Systems, Combat Systems, and/or Unmanned Systems.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Series 0800:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Series 1301:
Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Series 1515:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Series 1520:
Degree: Mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.

OR

Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

Series 1550: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
