Summary

This position is located in the Executive Office of the President, Office of Management and Budget (OMB) Health Division. The Health Division is responsible for the review of policy, budget, legislative, and management issues related to Medicare, Medicaid, private health market reforms, and a wide variety of public health and health research programs operated under the Department of Health and Human Services (HHS). The Health Division manages more than one-fourth of the Federal budget.

The Health Division engages in analysis, planning, and policy formulation to improve programmatic quality, efficiency, and financial management, with responsibilities divided among five branches.

As a PROGRAM EXAMINER, GS-0301-11/12/13, your typical work assignments may include the following under supervision:
    • Conduct analyses of policy, program, budgetary, and management issues related to assigned program areas.
    • Develop legislative and administrative options for senior policymakers based on detailed quantitative and qualitative analysis.
    • Analyze legislative proposals, testimony, and Reports to Congress for conformance with the policies and priorities of the President and monitor their progress through the congressional process.
    • Resolve budget, program, and policy issues and render advice for resolution of senior-level decisions.
    • Review and analyze the formulation and execution of the Federal budget in assigned areas. Prepare formal budget submissions, amendments, supplemental, and other necessary materials to support Presidential programs and review such materials that come from agencies.
    • Initiate and monitor analytical work on program and policy issues within areas of responsibility.
    • Responsibility will increase and assignments will become more complex as training and experience progress.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

AND

SPECIALIZED EXPERIENCE:

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates your experience working on public policy, public administration, economics, finance, or budgeting, that provides a strong basis for understanding and evaluating the efficiency and effectiveness of Federal programs and policies. Such experience must include: 1) initiating and performing objective qualitative and quantitative analyses of such programs and issues to inform decision making; 2) development of recommendations to higher-level decision makers; AND 3) drafting and presenting succinct written products to describe and summarize complex analyses and recommendations. OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR

C. A combination of education and experience as listed above.

You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-11 level or comparable pay band in the Federal service or equivalent experience in the private sector that includes advanced analytic methods, such as applied economics, econometrics, finance, statistics, financial management, budget analysis, cost benefit analysis, and the demonstrated ability, using qualitative and quantitative techniques, to analyze and succinctly summarize complex public policy issues. This includes independently conducting evaluation and analyses of complex issues involving health insurance plans, health programs, public health issues, federal tax programs or social insurance programs. Such experience must include: 1) initiating and performing objective qualitative and quantitative analysis of complex issues in these areas to inform decision making; 2) development and presentation of recommendations to higher-level decision makers on such issues; 3) independently drafting and presenting succinct written products to describe and summarize complex analyses, policy options and implications, and recommendations on such issues; AND 4) developing strategies to improve the effectiveness of health insurance plans, programs, public health issues, federal tax programs or social insurance programs.

You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements:

A.One year of experience equivalent to the GS-12 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes independent experience in advanced analytic methods, such as applied economics, econometrics, finance, statistics, financial management, budget analysis, cost benefit analysis, and the demonstrated ability, using qualitative and quantitative techniques, to analyze and succinctly summarize complex public policy issues. This includes independently conducting evaluation and analyses of complex issues involving health insurance plans, health programs, public health issues, federal tax programs or social insurance programs. Such experience must include: 1) initiating and performing objective qualitative and quantitative analysis of complex issues in these areas to inform decision making; 2) leading the development and presentation of recommendations to higher-level decision makers on such issues; 3) independently drafting and presenting both succinct and more in depth written products to describe and summarize complex analyses, policy options and implications, and recommendations on such issues for audiences with differing levels of expertise; AND 4) independently developing strategies to improve the effectiveness of health insurance plans, programs, public health issues, federal tax programs or social insurance programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
