The Intelligence Programs Branch is seeking a new staff member to provide oversight of Department of Defense (DOD) space activities, including the establishment of a United States Space Force. Responsibilities will include working with senior White House, DOD and other federal agency leadership on all aspects of U.S. space policy and funding.

Responsibilities
As a PROGRAM EXAMINER, GS-0301-13/14/15, your typical work assignments may include the following:
Program Examiners are the core source of expertise on all matters pertaining to the programs and operations of Federal departments and agencies. Incumbents are expected to:
(1) Conduct analyses of policy, program, budgetary and management issues related to assigned program areas, and develop options for senior policymakers.
(2) Analyze legislative proposals and testimony for conformance with the policies and priorities of the President and monitor their progress through the congressional process.
(3) Resolve budget, program and policy issues and render advice for resolution of senior-level decisions.
(4) Prepare formal budget submissions, amendments, supplemental, and other necessary materials to support Presidential programs and review such materials that come from agencies.
(5) Initiate and monitor analytical work on program and policy issues within areas of responsibility.
(6) Develop options based on detailed, quantitative and qualitative analysis.
Applicants must be able to work in a fast-paced environment and handle multiple tasks simultaneously. Additionally, applicants must have work or educational experience that demonstrates an understanding of orbital mechanics and national security space operations. Ideal applicants will also have experience in oral and written communication with government policy officials or other senior decision-makers.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:
You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the GS-12 grade level or comparable pay band in the Federal service or equivalent experience in the public or private sector that includes professional work experience that provides a basis for understanding and evaluating the efficiency and effectiveness of United States space programs and policies. Applicants for this grade will demonstrate a sound understanding of orbital mechanics and Department of Defense (DOD) space capabilities, including launch vehicles, satellite and ground systems, and on-orbit operations. Applicants for this grade will have experience in oral and written communication with government policy officials or other senior decision-makers.
You may qualify at the GS-14 level, if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the GS-13 grade level or comparable pay band in the Federal service or equivalent experience in the public or private sector that includes professional work experience that provides a basis for understanding and evaluating the efficiency and effectiveness of United States space programs and policies. In addition to the technical and communication requirements articulated for the GS-13 level, applicants for this grade must demonstrate experience in working with DOD's Planning, Programming, Budgeting, and Execution process, or development of the President's Budget and must show direct work experience relating to DOD's acquisition processes.
You may qualify at the GS-15 level, if you fulfill one of the following qualification requirements:
A. Two years of specialized experience equivalent to the GS-14 grade level or comparable pay band in the Federal service or equivalent experience in the public or private sector that includes professional work experience that provides a basis for understanding and evaluating the efficiency and effectiveness of United States space programs and policies. In addition to the requirements articulated for the GS-14 level, applicants for this grade will have demonstrated a mastery of U.S. space programs, with specific focus on Department of Defense and Intelligence Community space assets, missions, and capabilities. Applicants for this grade will have experience representing an organization in intra- or interagency policy or budget processes. Applicants will have experience working with a broad swath of the national security space community and demonstrated understanding of the major stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
