This position is located within the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Management Support Division (MSD), Personnel Security Branch in Sterling, VA.

Responsibilities

The primary purpose of the position is to provide management support related to personnel security and HSPD-12 badging by assuring accurate and timely processing of security clearance and background investigation documentation, while maintaining appropriate documentation on the granting of security clearances using DOD, OPM, DOI, and GSA security systems such as the NP2 Portal, the Central Verification System, e-QIP, DOIAccess, the Personnel Security System, and USAccess. Additionally, this position works directly with the branch chief and the Department to maintain and update DOD, ODNI, NBIB, and other national security related information systems.

At the full performance level GS-09 the major duties of this position include, but are not limited to the following:
  • The incumbent receives and reviews requests for Public Trust and National Clearance background investigations and re-investigations for applicants, employees, contractors, and all other personnel working for the Bureau and other fee-for-service clients.
  • The incumbent ensures credentialing and access management systems and information are updated and accurate daily.
  • The incumbent analysis investigative information forwarded from outside security agencies and other sources and briefs security staff on relative information as it relates to the continuous evaluation program.
  • The incumbent provides candidates and serviced employees with access to the e-QIP system by creating or resetting user profiles, and provides assistance logging into the e-QIP system.
  • The incumbent will serve as a point of contact for security offices outside the Bureau and to personnel within the Bureau.
  • The incumbent routinely handles sensitive, personal information regarding candidates and employees, e.g. PII, investigative questionnaires.
  • The incumbent prepares and submits weekly status reports regarding the status of actions for candidates/employees.
  • The incumbent maintains and provides statistical reports and spreadsheets relevant to their personnel security duties.

  • Security Clearance Required: You will be required to obtain and maintain a Secret security clearance if you are selected and hired for this position.

    The Bureau of Safety & Environmental Enforcement has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

    Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

    Salary Information: GS-7: $47,016 - $61,122 per year; GS-9: $57,510 - $74,759 per year

    ** First time hires to the Federal government normally start at the lower salary range of the grade level.

    Qualifications

    Minimum Qualification Requirements:

    Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position.

    Specialized Experience at the GS-07 is defined as:
  • Experience interpreting and applying Federal regulations, manuals, directives, and instruction regarding personnel security processes;
  • Receiving and screening personnel security documentation for completeness and accuracy
  • Providing support with administrative functions such as; mailings and email tracking.

  • Specialized Experience at the GS-09 is defined as:
  • Applying personnel security policy, procedures, techniques, equipment and methods to identify and report conflicts in procedural issues;
  • Assist in making security clearance adjudications, suitability determinations and recommendations;
  • Determine eligibility for access to classified or sensitive information and granting personnel security clearances/accesses in the presence of minor derogatory information; and
  • Respond to questions and inquiries involving personnel security and suitability.

  • Substitution of Education for Experience (GS-07): 1 full year of graduate level education or a bachelor's degree with superior academic achievement. *Additional information regarding Superior Academic Achievement (S.A.A.): https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=e4 OR a Combination of Education and Experience: combinations of successfully completed post-high school education and experience may be used to meet the total qualification requirement. The total percentages must equal at least 100%.

    Substitution of Education for Experience (GS-09): Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR a Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

    Time-in-Grade:

    For entry at the GS-07 level, current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in the Federal Service.

    For entry at the GS-09 level, current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in the Federal Service.

    Regulations and Guidance - Knowledge of 5 CFR 731, suitability and adjudication guidelines, Federal law, executive order and Department regulations process relating to classified material to ensure that individuals granted security clearances are properly briefed and informed of their personnel security responsibilities.
    Technology Application- Knowledge and ability to use and effectively manage electronic physical access control systems in regards to the USAccess/DOIAccess systems, OPM's Central Verification System, e-QIP, and Personal Identification Verification (PIV) cards.
