Summary

Position is located in the US Department of Labor, Mine Safety and Health Administration, Office of Standards, Regulations, and Variances (OSRV), Economic Analysis Division, in Arlington, VA. The primary purpose of this position to evaluate the economic impacts and options of potential MSHA policy actions (both regulatory and non-regulatory) to improve safety and health in U.S. domestic mining.

Responsibilities

Conducts analysis tasks or revises portions of project documents for a wide variety of assignments developed by a more senior economist. Analysis projects may range from simple ad hoc analysis to individual tasks within a regulatory analysis. May be assigned to review or assist with the analysis of standards and regulations. Assists in the preparation of briefings and other documents primarily for internal customers. Basic capabilities in quantitative analysis, economic modeling, and occasionally econometrics, using the basic functions of the office STATA statistical software or econometrics packages. Performs quantitative analysis that includes some combination of data retrieval, spreadsheet, and table preparation as well as applying statistics, probability theory, and very limited econometrics. Supports the division requirements for MSHA compliance with the Paperwork Reduction Act.

Duties at the GS-12 are the same as the GS-11 with more independence.

Qualifications

Basic Requirements

  • Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR
  • Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

  • In addition to meting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below:

    GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR 1 year of specialized equivalent to at least GS-9.


    Examples of specialized experience are as follows: demonstrate professional knowledge and skill in the field of economics and regulatory analysis to independently complete assignments with established procedures. The assignments include reviewing, tabulating and processing data from statistical surveys, reports and databases; conducting economic research, retrieving economic information from various sources; preparing spreadsheets, charts and tables using accepted applications including statistical software. Establish and maintain cooperative working relationships with staff within the Agency.

    GS-12: No education is substitutable

    Specialized experience must be equivalent in difficulty and complexity to the next lower grade (GS-11). Examples of specialized experience are as follows: demonstrate professional knowledge and skill in the field of economics and regulatory analysis to independently complete assignments required by legislation , Executive Orders, and other guidance. The assignments include reviewing, tabulating and processing data from statistical surveys, reports and databases; conducting economic research, retrieving economic information from various sources; preparing spreadsheets, charts and tables using accepted applications. The candidate must be able to adapt prior statistical software skills to tools provided by the agency. Establish and maintain cooperative working relationships with staff within the Agency and assist less experienced economists.
