Responsibilities

  • Provide professional expertise in the interpretation of plans and drawings, project specifications, contract requirements and performance standards.
  • Determine project scope (goals, objectives, deliverables, reporting requirements, and work options/alternatives), schedules (timetables, milestones), budget (planning/design/construction cost estimates, financing procedures), Architect/Engineer selection, and appropriate level of quality.
  • Serve as Contracting Officer's Representative (COR).
  • Oversee project contract closure; close out, post occupancy, warranty review, as-builts etc.
  • Work with organization and agency administrative staff to process financial payments, agreements, etc.
  • Track and manage project budgets.
  • Coordinate internally between multiple divisions and regional office, and externally between the organization and multiple partners.
  • Resolve technical and scheduling problems.
  • Ensure that project closeout requirements (such as operation and maintenance manuals, as-built, completion reports, and performance evaluations) are completed and processed in a timely manner.
  • Perform duties independently and with minimal supervision.
  • Evaluate projects against time-phased schedules and budget requirements, identifying problems and coordinating solutions.
  • Provide technical assistance in writing specific construction requirements.
  • Prepare or obtain Class A cost estimates for construction projects.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

To qualify for this position, you must possess at least one of the following basic requirements by close of the announcement: Civil Engineer, GS-0810:

A. Degree: engineering. To be acceptable the program must 1. Lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) OR; 2. Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or license -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) , or license as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering license board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, maybe accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the Basic Requirements you must also meet the following minimum qualifications requirements to be considered qualified for the position.

GS-11 level: Experience: (1) year of specialized experience equivalent to at least the GS 09 level in the Federal service that equips you with the particular specialized experience needed to successfully perform the duties of this position. Specialized experience is: Experience working with reference standards, policies, principles, and regulations; serving as an engineer in the design construction and renovation of projects; evaluating and analyzing data, recommending solutions to problems related to highly visible and design issues; assist in the planning and monitoring of projects, assist in the identification of project requirements (for example, scope, time, cost and quality); assist with architectural project coordination, for planning, design, and construction projects; performing architectural work involving the development or design of conceptual park site plans of a diverse nature, assisting with or establishing historic architectural project requirements and priorities, developing strategies to achieve short or long-term goals; communicating technical information orally and in writing. Experience at this level is as an assistant or with supervision. -OR- Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- A combination of Education and Experience. Six months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined in an accredited institution (50% of the qualifying education).

GS-12 level: Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service. Specialized experience is: Professional experience working with reference standards, policies, principles, and regulations; serving as an expert engineer in the design construction and renovation of projects; evaluating and analyzing data, development concepts, recommending solutions to problems related to highly visible and design issues; planning and monitoring projects to ensure compliance with practices, standards, and specifications; identifying project requirements (for example, scope, time, cost and quality); serving as architectural project coordination for planning, design, and construction projects; performing architectural work involving the development or design of conceptual park site plans of a diverse, multi-functional, high profile, and possibly controversial nature (such as rehabilitation of a multi-facility development, visitor centers, wastewater treatment plants, national monuments, seawalls, historical structures, cultural landscapes, etc.); establishing historic architectural project requirements and priorities and developing strategies to achieve short or long-term goals; developing scope of work and monitoring architectural project activities and outcomes as Contracting Officer's Representative; communicating technical information orally and in writing.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Physical Demands: Work is generally sedentary, with some walking, standing, stooping, and crouching in the parks during scoping and pre-design, and design activities, and at construction sites during field orientation, construction observation, and final/post inspection phases.

Working Conditions: Work is generally performed in an office setting, with field work involving moderate risks of construction operations.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

The National Park Service has determined that the duties of this position are suitable for tele-work and the selectee may be allowed to tele-work with supervisor approval.
