Summary

NASA's Office of the Chief Financial Officer (OCFO) provides leadership for the planning, analysis, justification, control and reporting of fiscal resources and ensures financial integrity of the Agency, including responsibility for ensuring Agency resources are effectively used toward the achievement of NASA's strategic plan and missions. The Deputy Chief Financial Officer (CFO), Budget & Strategy, leads
the implementation and integration of NASA's multi-billion dollar budget and strategy.

Responsibilities

  • The incumbent reports directly to the Agency CFO and receives broad policy and administrative guidance to exercise executive leadership and management in budget operations and implementing Agency strategic investment goals.
  • Manages the tracking of major internal and external projects on behalf of the CFO and establishes controls and oversight to ensure timely execution of tasking. Projects may range from strategic planning to day-today tactical issues and concerns.
  • Ensures the CFO is aware of incoming actions and deadlines and provides advice and assistance to the CFO and other OCFO Directors on NASA policies, plans and programs.
  • Manages the coordination and collaboration of all assigned projects and assignments to facilitate the OCFO decisions on major or sensitive topics and makes or recommends substantive changes based on knowledge of the CFO views.
  • Assists the CFO in the analysis, presentation and defense of the NASA budgets and OCFO functions and activities to the Administrator, Office of Management & Budget, and Congressional committees.

Qualifications

Technical Qualifications:

1. Progressively responsible experience that reflects in-depth knowledge of governmental financial management, including managing accounting, audit, financial operations, and financial reporting for a large complex organization.
2. Extensive knowledge of economic, statistical, accounting and/or financial analysis principles and techniques necessary to (1) analyze budget execution data to evaluate financial and budgeting trends, constraints, and applications; (2) project future financial performance and makes recommendations to achieve metrics.
3. Demonstrated ability to work and communicate effectively with senior management, high-level government officials, and other key stakeholders.

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources.

Education

Bachelor's and/or a Master's degree in business administration, accounting, finance, public administration, engineering, information technology, or other professional or related field is desired.

Desirable certifications, obtained through written examination, include Certified Public Accountant, Certified Cost Estimator/Analyst, Certified Government Financial Manager.
