Peace Corps is looking for a physician to serve as the Director of Peace Corps' Office of Medical Services. The Director is responsible for leading a diverse staff of medical professionals in managing a comprehensive health care program for approximately 7100 Peace Corps Volunteers and Trainees in 61 countries around the world. Responsibilities

The Medical Officer is responsible for leading a diverse staff of medical professionals in managing a comprehensive health care program for approximately 7100 Peace Corps Volunteers and Trainees in 61 countries around the world. This position is responsible for managing processes for:
  • Developing, implementing, and monitoring policies and procedures for medically clearing Peace Corps applicants' health evaluations prior to Peace Corps Service.
  • Overseeing the health care infrastructure and programs to provide health care to Peace Corps Volunteers and Trainees while serving in countries, with potentially limited health care resources.
  • Providing clinical oversight of, and consultation to, Peace Corps Medical Officers providing direct care to Peace Corps Volunteers and Trainees while oversees.
  • Ensuring 24-hour medical duty officer coverage for Peace Corps medical emergencies.
  • Medically separating Peace Corps Volunteers and Trainees when their health care needs cannot be met during service.
  • Ensuring that Returned Peace Corps Volunteers have access to medical and dental evaluations for service-related medical conditions as authorized by the Peace Corps Act
  • Liaising between the Peace Corps and the Department of Labor on the eligibility of former Peace Corps Volunteers and Trainees to receive benefits under the Federal Employees' Compensation Act (FECA).

The Medical Officer (Occupational Medicine-Administration) performs the following major duties:
  • Volunteer Healthcare and Policy Administration: Serves as an expert in the planning, monitoring, and administration of inspections, investigations, programs, or projects that encompass the most critical work of the Office of Medical Services and its Volunteer Health Care Program. Operates a comprehensive medical clearance system to ensure the health of volunteers will not be compromised. Operates system of health care delivery for medically evacuated Volunteers, and applicable service for returned Volunteers.
  • Supervisory and/or Managerial Responsibilities: Supervises a group of employees performing work in the Office of Medical Services. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
  • Representation and Liaison: Responsible for ongoing communication with agency officials, informing them of major problems and soliciting their support in improving health care maintenance, support, and delivery. Serves as liaison and agency expert and coordinator in providing intellectual leadership and focus to agencies and organizations outside Peace Corps. Maintains effective working relations with appropriate public and private organizations to better meet the health care needs of Peace Corps Volunteers and to help Peace Corps solve special problems.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Qualifications

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

FP-1

Qualifying experience for the FP-1 level includes one year of specialized experience at least equivalent to the FP-2 or GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience developing and managing a comprehensive health care program; Experience providing administrative and technical supervision necessary for accomplishing the work of the unit; Experience performing administrative and human resource management functions relative to staff supervised; Experience communicating with agency and outside officials serving as a liaison and agency expert in providing intellectual leadership.

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link) ; Association of American Medical Colleges (external link) ; Liaison Committee on Medical Education (external link) ; Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link) , or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link) , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure

For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link) .

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link) , (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link) .

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.

Additional Requirements for Grades GS-12 and Above

For GS-12 -- 2 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

For GS-13 -- 3 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who has held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
