Summary

About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works, located at the US Government Accountability Office (GAO) building, 441 G. Street, NW, Washington, DC.

Responsibilities

  • Serves as the National Asset Management subject matter expert for United States Army Corps of Engineers (USACE) Civil Works with responsibility strategic development, oversight, of policy and technical staff of the national Asset Management Program.
  • Incumbent will be responsible for leading and development of a USACE asset portfolio valued at over $230 billion and includes USACE constructed, operated and owned assets.
  • Ensures project performance and provides oversight and management of a team of senior program managers with responsibility for developing policy, guidance and procedures on asset management matters.
  • Serves as the leader of the Asset Management Community of Practice and is the principal leader/advisor for Regional Asset Managers at the Major Subordinate Commands (MSCs) and districts.
  • Serves as national technical and subject matter expert representing USACE in Asset Management with industry, other government agencies, and international bodies.
  • Provides strategic direction on future impacts to the USACE Asset Management Program.
  • Coordinates with Civil Works Asset Management Community of Practice to assist in assessment and analysis of Asset Management tools and processes as it relates to the USACE budget development processes.
  • Works with program managers and business line managers to develop risk-informed analysis methods for integrating and prioritizing annual budget requests and 5-year development plans aligned with the CW Strategic Plan and the USACE Campaign Plan.
  • Develops national improvement models and evaluative techniques for short and long range plans for the management of USACE Asset Management Program.
  • Represents USACE Civil Works Asset Management on matters related to asset management technical issues by actively conducting or participating in meetings, conferences, hearings, or presentations involving asset management and USACE AISs.
  • Reviews, develops, interprets and provides recommendations for policy and laws to senior leadership to ensure sufficiency of USACE Asset Management.


Travel Required

Occasional travel - Temporary Duty (TDY) or business travel is required 25% of the time to represent the United States Corps of Engineers (USACE) in meetings, conferences, hearings and presentations with Congress, Office of Management and Budget (OMB), Senior Executive Service (SES) and other higher echelon stakeholders on Asset Management Program technical issues, Civil Works Budgetary resources, and Automated Information Systems (AISs).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: leading and developing command Asset Management Program to execute and manage entire portfolio infrastructure assets to achieve risk-management strategic objectives, operations and performance goals; developing, executing, formulating, allocating Civil Works Budgetary resources and financial controls to support, justify, defend and advocate to Office of Management and Budget (OMB), Congress, Army Assistant Chief of Staff for Installation Management (ACSIM), Assistant Secretary of the Army for Civil Works [ASA(CW)] and other key stakeholders that impact nation's water resources infrastructure, environment and economy; applying tools, methods and techniques to analyze, conduct studies, trends and oversight reviews to evaluate command operations effectiveness, water resources infrastructure (such as navigation locks, dams, levees, hydropower plants, harbors and ports, roads, recreation areas, inland waterways, bridges, construction, environmental, economics, planning), asset management plans, business processes and information technology functions; and representing command in meetings, conferences, hearings and presentations to higher echelon or key personnel on all facets of the Asset Management Program for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
