Responsibilities

The incumbent of this position is responsible for assisting the Central Office Human Resource Manager in directing and implementing a Human Resources program for the Bureau of Prisons Central Office and is responsible for servicing nine divisions. The incumbent performs administrative work in support of the Human Resource program at BOP headquarters located in Washington DC, and provides assistance to staff within the divisions of Central Office responsible for coordinating Human Resources operations for their respective divisions.

Primary responsibilities for the Human Resources office include, labor management relations, disciplinary and grievance procedures, staffing and placement, workforce projections, position classifications and compensation, the performance evaluation and incentive awards programs, payroll processing, time and attendance, leave administration, training and employee development functions, the Mentoring Program, and in-service educational activities, along with educating and assisting staff in the use of new human resources and employee development technologies.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-09: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.

GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Experience:

Experience that equipped the applicant with the particular qualifications to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Some examples of this qualifying experience are:

GS-09:
  • Experience conducting pre-employment interviews.
  • Experience in staffing functions, scheduling and conducting interviews, and preparing requests for security clearances.
  • Experience advising timekeepers, employees, and supervisors on leave regulations.
  • Experience maintaining appropriate records to ensure mandatory training requirements are met.

GS-11:
  • Experience participating in equal employment opportunity committee meetings and activities as a resource person or program manager.
  • Experience composing a variety of technical correspondence to include congressional inquiry responses, policy reviews, and a variety of correspondence to applicants and staff.
  • Experience in providing assistance to staff on issues such as incentive awards program, performance work plans, performance evaluations and the leave administration program.
  • Experience in performing the functions related to position classification, compensation, staffing, recruitment and placement, human resources development, employee relations, and benefits and labor management relations.

OR

Combination of Education and Experience:

GS-09 and GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

The representative rate for this position is $91,740 per annum ($43.96 per hour).
