Summary

This position is located in Health Resources and Services Administration (HRSA), Office of Operations (OO), Office of Information Technology (OIT), Division of Capital Planning, Architecture and Project Management (DCPAPM). The duty location for this position is Rockville, MD.

Responsibilities

This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As the Division Director for the Division of Capital Planning, Architecture, and Project Management (DCPAPM), you are responsible for the organization, management, and administrative functions necessary to carry out the responsibilities of DCPAPM.

Your major duties include:
  • Supervising and managing the programs and staff members composed of information technology employees to provide state of the art technology consultation, communication, and expertise in the areas of Capital Planning and Investment Control (CPIC), Section 508 Compliance, Enterprise Architecture, Records Management, and Project management of IT programs.
  • Identifying, directing and coordinating the plans, goals, and objectives of DCPAPM and supporting Branches.
  • Developing, implementing, and monitoring associated CPIC policies and procedures as they related to HRSA and in tandem with HHS policies.
  • Providing full life cycle IT project management guidance, methods, systems, and tools to promote consistent and successful OIT project outcomes.
  • Evaluating cybersecurity controls proposed for potential IT investments to ensure that they are being implemented correctly, operating as intended, and producing the desired outcome.
  • Developing and maintaining enterprise architecture to support business processes and work with stakeholders to develop plans for transitioning to target enterprise architecture.

To qualify for this position you must have IT related experience and/or training that demonstrates that you possess each of the following four competencies:

  • In addition, to meeting the four IT related competencies and the selective placement factor listed above, in order to qualify for this IT Program Manager position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: managing enterprise level IT infrastructure and custom software application projects; developing IT governance, processes and procedures to review IT investments; ensuring that IT projects adhere to industry standards for IT security processes and guidelines to protect an organization's systems infrastructure.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
