ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA), Office of Inspector General (OIG), Office of Counsel (OIGC) seeks a highly qualified attorney in the field of administrative investigations. Position provides timely, accurate, and practical legal advice and representation to ensure NGA OIG accomplishes its mission in compliance with applicable laws. NGA is a national intelligence agency and a Department of Defense combat support agency whose mission is to provide geospatial intelligence to military forces as well as in support of national policy decision makers. It is a fast-paced, mission-oriented, technologically advanced work environment that is essential to the security of the nation. The primary purpose of this position is to provide legal advice and assistance to the investigative staff directed by the Assistant Inspector General for Investigations (AIGI) and to provide authoritative expertise in legal matters and in the analysis and evaluations of the ramifications of OIG investigative (OIGI) activities. Participates in policy-making determinations that affect OIGI. Interacts with NGA officials and its Office of General Counsel; officials and attorneys of other Intelligence Community Inspector Generals offices, the Department of Defense Inspector General office, and other U.S. Government Inspector General offices; Department of Justice (DoJ) attorneys; legislative aides; and members of the public as needed. Provides legal advice on issues relating to investigations and other critical OIGI activities, which require the incumbent to address the intricacies of criminal, civil, and administrative laws, practices, and procedures. Participates in investigations and reviews correspondence and other written products produced by the OIGI staff to ensure legal sufficiency. Analyzes and recommends solutions to difficult legal and factual issues. Participates, in consultation with supervising attorney, in policy and procedural determinations that affect OIGI operations. Develops, coordinates, and maintains effective relationships with NGA officials, DoJ attorneys, and counterpart attorneys in other government organizations. Will conduct original legal research, involving difficult problems of law by examining Federal and state statutes, Executive Orders, court decisions, legislative hearings and committee reports and by analyzing factual, technical, and legal issues in support of OIGI activities. Communicates orally and in writing with attorneys and non-attorneys on legal matters. In consultation with supervising attorney collaborates with investigators, auditors, NGA attorneys, DoD IG attorneys, DoJ attorneys, Assistant United States Attorneys, and others in support of OIGI activities. Provides legal support to all components of the OIG in the implementation of the Freedom of Information Act, the Privacy Act, and other statutes, implementing regulations, and Executive Orders. Performs other duties as assigned. This position may be eligible for an INCENTIVE: The selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. If the employee leaves before the end of the service agreement, the employee may be required to repay a pro rata share amount of the incentive to the government.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Demonstrated ability to manage legal workload that supports investigations and other critical Office of Inspector General activities. 2. Demonstrated ability to evaluate pertinent facts; research, analyze and apply laws, rules, and regulations; and execute legal strategies. 3. Demonstrated ability to provide timely, accurate, and practical legal advice to enable an organizational mission consistent with applicable laws. 4. Demonstrated experience collaborating with others (i.e. clients and colleagues) to enable effective and proactive resolution of legal and policy matters. 5. Understanding and/or exposure to administrative law matters including human relations policies, procedures and programs, administrative law, litigation, fiscal law, ethics, Freedom of Information Act (FOIA), and Privacy Act matters. EDUCATION REQUIREMENT: Juris Doctorate degree from a law school accredited by the American Bar Association. Must be a member in good standing of a bar of a U.S. state or territory, the District of Columbia, or Commonwealth of Puerto Rico.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Experience practicing law, post licensure, for at least 3 years. 2. Experience applying critical thinking to complex problem identification, analysis and resolution to provide superior legal research and legal writing. 3. Experience providing legal advice and counsel in support of the U.S. Military, Intelligence Community, Department of Defense, or other U.S. Government agencies, and work on TS/SCI level assignments. 4. Outstanding communication skills, orally and in writing. 5. Adept at dealing with ambiguity by adapting to new demands or information and handling situations with multiple variables and unknowns, especially where there is little judicial precedent or case law. 6. Understanding and/or exposure to the inspector General Act of 1978, as amended.
