Responsibilities
The Deputy Assistant Commissioner (DMS) serves as one of the executives responsible for providing leadership, direction, and guidance, in the management and expansion of debt management services as required by the Debt Collection Improvement Act of 1996 (DCIA). As the executive responsible for the Agency Relationship, Treasury Offset Program, Do Not Pay and Centralized Receivables programs, the incumbent performs the executive functions of program planning, program direction and communication, resources and staff utilization, and program monitoring and evaluation. Specific duties include, but are not limited to, the following:

Qualifications
All applicants must meet the qualifications and eligibility requirements by the closing date of the announcement.
As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant.
Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.
The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifications and Technical Qualifications.

TECHNICAL QUALIFICATIONS (TQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the TQs to be rated eligible for this position.
TQ 1: Demonstrated experience leading multi-faceted organizations that provide financial services (e.g., payments, collections, accounting, etc.) to a programmatically diverse and nationally distributed customer base.
TQ 2: Experience evaluating and enhancing the efficiency and effectiveness of large financial service programs and processes; skill in identifying improvements, challenging the status quo, and adapting those opportunities to achieve organizational goals and objectives.
TQ 3: Experience providing leadership in an environment that requires understanding of organizational dynamics including interplay between policy and operations; including experience supporting high-level officials with changing priorities.
TQ 4:Experience leading organization change management initiatives using values to develop plans and programs that improve personal and organizational effectiveness.

Responsibilities
The Deputy Assistant Commissioner (DMS) serves as one of the executives responsible for providing leadership, direction, and guidance, in the management and expansion of debt management services as required by the Debt Collection Improvement Act of 1996 (DCIA). As the executive responsible for the Agency Relationship, Treasury Offset Program, Do Not Pay and Centralized Receivables programs, the incumbent performs the executive functions of program planning, program direction and communication, resources and staff utilization, and program monitoring and evaluation. Specific duties include, but are not limited to, the following:
- Provides executive leadership and oversight of the Agency Relationship Management Division responsible for outreach to federal and state agencies, stakeholders and the public to ensure full compliance and legal and regulatory debt collection authorities and provides consultative services to advise agencies about products and services designed to improve the management, referral and collection of delinquent debt.
- Provides executive leadership of the Treasury Offset Program division responsible for program oversight and expansion of TOP which offsets payments for non-tax delinquent debt over 120 days old by administrative, tax refund and Federal salary offsets. Also collaborates with external Federal and state agency stakeholders to facilitate the implementation of offset policies, and innovative, centralized offset operations.
- Provides executive leadership and oversight of the Do Not Pay Business Center responsible for development and implementation of initiatives supporting Federal and state agencies, efforts to improve improper payments prevention, detection and reduction efforts and processes, and to cost-effectively decrease improper payments.
- Provides executive leadership and oversight of the Centralized Receivables Service Division responsible for managing non-tax accounts receivable on behalf of Federal agencies by providing state-of-the-art receivables management services in an automated environment and interfaces with existing Treasury revenue and debt collection services.
- Formulates and establishes organizational goals and objectives for assigned programs and functions. Develops policies, procedures, and plans which contribute to the mission of DMS and the Bureau of the Fiscal Service as a whole.
- Provides executive leadership to create an environment that facilitates the accomplishment of goals and strategies and articulates and disseminates organization goals/objectives to subordinate staff while ensuring that key issues that may impact DMS (technological, economic, policy) are understood and fully integrated into the strategic and tactical plans.
- Ensures that resources are effectively and appropriately used for maximum benefit to the accomplishment of program goals, provides guidance and technical direction, delegates duties and responsibilities, and ensures that an effective and technically knowledgeable staff is maintained.
- Provides effective management through monitoring program progress; reviews and evaluates progress and goals to ensure completion of projects in accordance with established milestones; and take corrective action, when necessary, to achieve program goals.
- Establishes and monitors management and business metrics to measure initiative success and enable improvement in core debt management program functions.
- Confers with the Commissioner, Deputy Commissioners, Assistant Commissioner, and other top Bureau officials to resolve major problems concerned with the Fiscal Service's programs and functions.
- Represents DMS and Fiscal Service in meetings with high-level management officials of the Treasury, other government agencies, Congressional members and their staffs, Congressional Committees, state and local governments, the Federal Reserve Banks, and private sector debt management organizations.
