Summary

The incumbent is responsible for providing facility management for a park with widely diversified infrastructure and operational complexity characterized by multiple developed areas. Incumbent manages a multi-faceted organization through management of subordinate supervisory staff, multi-year/operational budgets, and the utilization of information technologies. In absence of the Chief, Incumbent assumes full management of all phases of park maintenance.

Responsibilities

As a Supervisory Facility Operations Specialist you will:
  • Manage, through multiple subordinate supervisors, a complex multi-faceted maintenance operations program which consists of three or more discreet components, such as roads, trails, buildings, utilities, grounds, project management, snow operation, etc.
  • Assign, direct, and review the work and performance of subordinate supervisors.
  • Develop multi-year financial plans for maintenance operations, formulate annual budgets, and track and monitor annual budgets making adjustments where needed.
  • Serve as Contracting Officer's Representative (COR), which includes monitoring of payments and contract buy-down, as well as recommending de-obligation of undelivered orders.
  • Perform long-range planning activities such as General Management Plans, Development Concept Plans, Strategic Plans, or their equivalent.
  • Review and evaluate divisional work to adjust work plans/schedules to address deficiencies and operational needs.
  • Facilitate meetings with staff, management, contractors, park neighbors, and other agencies.
  • Orally communicate work projects and emergency issues to staff.
  • Write scopes of work and independent project cost estimates.
  • Communicate in written form on a wide variety of park issues which require gaining support from other divisions or groups.
  • Work with both trades and professional staff in carrying out a wide range of planning, design, compliance, and construction functions.
  • Evaluate planning, design, and construction documents to determine the effect of proposed projects on all aspects of the park.
  • Utilize a facility maintenance database program such as, Facility Management Software System (FMSS) to pull data and reports.
  • Utilize electronic financial business management program, such as Federal Business Management System (FBMS) in order to pull reports, compile information, pay contractor invoices, etc.

Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • This position is considered emergency essential.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1-2 days per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.


Qualifications

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

For the GS-12 level: Must possess at least one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience include the following: prepares and manages asset condition assessments for a park, recreational area, or similar facility; utilizing a software system to record and manage information including annual work planning, operations and maintenance cost data, deferred maintenance, detailed facility inventory, and condition data; monitoring a facility management program and documenting asset information; assisting in planning maintenance activities and preventative maintenance programs for a park, recreational area, or similar facility; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors. This experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-11 grade level in the federal service.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Additional information

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Physical Demands: Frequent visits to park locations and field officers are necessary. Incumbent works inside and outside in weather conditions varying from hot, humid summers to below freezing temperatures in winter. The incumbent is required to work below and above ground level.

Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operations, repair, and maintenance of park infrastructure and equipment. There are occasions of exposure to high risk situations. A portion of the work will be done in an office environment, with the attendant sedentary and office environment hazards.
