This position is located at the Ronald Reagan Building (RRB), 1300 Pennsylvania Avenue, Washington, DC in the Bureau for Global Health (GH), Office of HIV/AIDS, Research Division, Vaccine Branch, (GH/OHA/RES/VAC).

Responsibilities

  • As a Supervisory Medical Officer, you will:
  • Supervise a group of employees performing work up to and including the GS-15 level. Have significant responsibility for guiding, directing, and supervising the work of other health officers, virologists, nurses, and various other public health specialists who comprise the Branch.
  • Perform the administrative and human resource management functions relative to staff supervised. Establish guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Resolve informal complaints and grievances. Develop work improvement plans, recommending personnel actions as necessary.
  • Serve as an Agency expert and coordinator in providing intellectual leadership;generating policy recommendations,interventions, and Agency mechanisms to enhance the design and implementation of HIV vaccine research programs internationally. Analyze, synthesize and disseminate key research findings, cutting edge methodologies and best practices to the Global Health Bureau, overseas Missions and CAs regarding HIV research programs and their application to USAID programs.
  • Explore and evaluate intellectual, academic, and other resources that can be concentrated on identifying solutions to critical problems. Coordinate meetings and working groups on HIV programs in the areas of biomedical research,including introduction and roll out of new biomedical products and technologies, with representatives from other USG agencies contributing to global HIV programming.
  • Provide guidance and direction on USAID's strategic approach in the areas of HIV vaccine research and development (R&D) and HIV/AIDS biomedical research. Participate in the review and evaluation of existing policies or creation of new policies to support and/or enhance USAID HIV global activities.
  • Provide ongoing senior-level technical assistance, training and consultation on the development and implementation of HIV vaccine and biomedical research activities to the Office of HIV/AIDS, GH Bureau,and overseas Missions. Lead the development and design of new grants, cooperative agreements,and contracts to achieve Agency HIV/AIDS biomedical research goals,including identifying highest priority investments and conducting project appraisal.
  • Serve as the Contracting/Agreement Officer's Representative (COR/AOR) as needed.

Direct hire authority: This position is being filled using 5 U.S.C., Section 3304 and 5 CFR Part 337, Subpart B, which is the OPM approved government-wide direct-hire authority.

Qualifications

This position has a specialized experience and a positive education requirement. Transcripts are required. An active US medical license is also required.

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience: (a) experience serving as a Lead for implementing strategic direction and guidance to field programs;(b)managing or providing technicaloversight to programs devoted to clinical or biomedical research or health service delivery programs; (c)experience serving as a Contract and/or Agreement Officer's Representative (COR/AOR.

The basic education requirement: Degree - Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Education Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway for Americans who completed premedical education in the United States and graduate education in a foreign country.) Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. (This 1 year of supervised experience may be waived for research or administrative positions not requiring direct patient care.) For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians .
  • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical programs under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the American Osteopathic Association (AOA).
  • A residency program involves training in a specialized field of medicine in an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or AOA.
  • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or other institution accredited in the United States for such training.
  • Prevention medicine or public health specializations are preferred.


Education
