Summary

The mission of the National Security Division (NSD) of the Department of Justice is to coordinate the Department's efforts in carrying out its core mission of combating terrorism and protecting national security. This position serves as Deputy Assistant Attorney General for Foreign Intelligence Surveillance Act (FISA) Operations and Intelligence Oversight.

Responsibilities

Performs all duties assigned or required to execute the programmatic, legal and administrative agenda of the Assistant Attorney General, the Office of Intelligence and the National Security Division related to intelligence operations.

Coordinates national security, intelligence and law enforcement initiatives at the highest levels of government. Provides legal advice and assistance to the Assistant Attorney General, NSD staff, and senior Department officials on legal and policy issues, particularly in the area of intelligence operations. Continually reviews and evaluate the NSD's progress in fulfilling mandates and recommends improvements.

Directs, oversees, and reviews written legal pleadings filed in federal courts and oral advocacy before federal courts. Reviews legal memoranda and participates in applications prepared in accordance with the requirements of the Foreign Intelligence Surveillance Act for presentation to the Foreign Intelligence Surveillance Court.

Serves as a Department and Division-wide legal expert on the implementation and oversight of the Intelligence Community activities conducted under the Foreign Intelligence Surveillance Act.

Evaluates Departmental activities, including existing and proposed foreign intelligence operations and other national security-related activities, to determine their consistency with U.S. policies and laws.

Coordinates with other intelligence and law enforcement agencies in order to achieve U.S. intelligence and other national security related objectives.

Represents the Assistant Attorney General, NSD staff and the Department when interacting with other agencies and entities on legal, policy and operational compliance and litigation issues. Participates in meetings, planning sessions, committees, task forces and other forums and updates the Assistant Attorney General, NSD staff and Department leadership on pending issues. Directs, oversees, and supervises the Division's efforts to review compliance by the Intelligence Community agencies with the legal and policy requirements regarding the Foreign Intelligence Surveillance Act.

Qualifications

YOU WILL BE EVALUATED ON THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs must be embedded/addressed within your resume not to exceed seven pages.

MTQ 1. Demonstrated experience in directing, planning and/or evaluating national security, intelligence and law enforcement operations.

MTQ 2. Demonstrated experience working with intelligence and law enforcement agencies, including working with senior managers of such agencies on operational and policy matters.

IN ADDITION, YOUR RESUME MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQs) EVIDENCE WITHIN YOUR RESUME NOT TO EXCEED SEVEN PAGES. PAGES EXCEEDING SEVEN (7) PAGES WILL NOT BE CONSIDERED:

Your demonstrated leadership ability and the evidence of the ECQs and MTQs must be clearly shown in your resume. A separate narrative statement will not be accepted.

ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

THE EXECUTIVE CORE QUALIFICATIONS(ECQs): OPM is required by law to review the executive qualifications of each new appointee to the Senior Executive Service (SES) prior to appointmentupon selection, if the selectee who is not a current or former career Senior Executive employee (Title V), the candidate must submit a written statement addressing the five (5) Executive Core Qualifications (ECQs) listed above for approval by the Office of Personnel Management (OPM) before appointment. In addition, individuals entering the Senior Executive Service for the first time are subject to a one-year probationary period. Education
