Responsibilities

The primary purpose of this position is to serve as the Deputy Director of OFCCP. At the director of OFCCP's discretion, the deputy develops and formulates operating policies and programs within the context of national policy along with directing, executing, coordinating and reviewing all operating compliance and enforcement activities initially carried out at the field level and in connection with the procurement requirements of the Federal Government.

At the discretion of the director, shares responsibility for overall OFCCP administration, direction and program management. The deputy also develops and formulates policies, procedures and directs the compliance and enforcement operations of this program in terms of national policy mandated by Law and Executive Order. Works closely with the director in developing strategies, regulations and orders to prevent discrimination in employment by government contractors and subcontractors including federally assisted construction contractors. In the same manner, determines priorities and goals and establishes standards, guidelines and methods for evaluating compliance by federal contractors and subcontractors.

As directed by the director, exercises immediate direction over day-to-day operations involving sensitive and consequential policy-making functions, invoking the full authority of the director in this regard. This includes, but is not limited to, directing compliance and enforcement activities throughout OFCCP, dealing with other government contracting agencies, and overseeing compliance investigations of government contractors and subcontractors. Identifies patterns of employment of veterans and individuals with disabilities, patterns of under-utilization, and government-wide affirmative action programs for veterans and individuals with disabilities. Is responsible for implementing nationwide programs and plans through OFCCP employees in the national office and in the field.

You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. An in-depth understanding and current awareness of civil rights or other worker rights and worker protection principles and of programs and laws designed to effect these principles in the workplace.

2. Demonstrated experience in executing programs or policies designed to protect workers, including addressing discrimination issues.

3. Demonstrated knowledge and ability to oversee the day-to-day administrative and technical program operations of a multi-faceted nature.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated based on your experience and your responses to the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). It is essential that your resume provide sufficient information to substantiate your responses in the self-assessment vacancy questions. If your responses are not adequately substantiated by your resume, your application will be rated ineligible.

Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must provide a narrative response to address each of the MTQ's, but need not address the ECQs. You must submit a Standard Form 50 that documents your SES Career appointment or a copy of your OPM approved SES Candidate Development Program certificate.
