WHAT IS THE HUMAN CAPITOL OFFICE (HCO) DIVISION? The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission.

What does A Senior Human Resource Specialist do? A Senior Human Resources Specialist serves as a technical expert responsible for devising human resource management (HRM) strategies, policies, and programs for Service-wide application. Lead national level projects relative to the design or deployment of HR programs in the area of Performance Management. Resolve highly complex, controversial and challenging issues, providing recommendations to senior leadership. Expertise in HRM will be used to support the Service in moving forward in the areas of performance management.

As a Senior Human Resource Specialist in Performance Management you will:
  • Provide expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive HRM problems and issues.
  • Develop, initiate, and direct human resources program strategic planning activities; identifies long and short term objectives, and formulates Service-wide human resources program strategies for top management.
  • Evaluate new or modified legislation and regulations to determine impact on short- and long-term human resources management policies and program initiatives. Monitors legislation and other proposals affecting Federal HRM programs and develops and advocates the IRS position.
  • Finalize plans, instructions, guides, and other substantive material for use by management officials and operating human resources offices in administering HRM programs.
  • Serve as a lead or principal team member in planning, organizing, and directing team efforts in conducting major evaluations of IRS human resources program operations and other comparable studies. Research, identify, and develop criteria and procedures to conduct program evaluations and to measure program accomplishment.
  • Research and identify trends and developments in human resources management. Develop project plans, gathers data, and prepares position papers on the potential or actual impact of these trends and developments. Independently or collaboratively develop and explore alternative HRM solutions and recommends new or modified programs to management.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized for this position includes: Demonstrated comprehensive use of concepts, principles, practices, laws, and regulations of human resources management (HRM) by providing performance management policy to inform management and other personnel staff of issues or changes. Develop wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role, providing advice, developing policy, and/or developing recommendations for complex service-wide issues within performance management policy. Experience writing policy, white papers and/or intranet publications (e.g., published articles, newsletters, etc.) resent findings, briefings and/or making recommendations to upper management.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.

If qualified, you will be assigned to one of three quality level categories, (i.e., A = Superior, B = Highly Qualified, C= Qualified) depending on your responses to the online questions, regarding your experience, education, and training related to this position.
