Sr. Systems Analyst
Job Description: Responsible to serve as a liaison between the business process owners and the solution delivery engineers. The Sr. System Analysts will work directly with the customer to understand the business and technical environment and help identify the relevant requirements in accordance of the terms and conditions of the project. The Analyst will support the System Development Life Cycle (SDLC) process to include documentation of specific deliverables and required gate reviews. The Analyst will work with the engineers to document any risks and associated mitigation strategies. In support of the Project Manager, the Analyst will carry out technical tasks to plan and deliver on the IT project. The Sr. Systems Analyst will ensure IT artifacts are created to standard and delivered as scheduled. Responsibilities: Work with end users, business/process owners, and program/project managers to evaluate and help establish project goals and milestones and set expectations on functional scope. Translate business goals and requirements into clear actionable features/user stories and acceptance/testing criteria for solution delivery engineers. Assist business process stakeholders and product owners in prioritization of any backlogs. Prepare and update Requirements Traceability Matrix (RTM) to reflect new or updated requirements. Understand procedures, information process flows and interfaces, decisions and communications pathways to analyze and create business, functional, and technical requirements. Provide analysis and problem solving on business challenges and customer support issues including collaborating with end users, scoping root cause, brainstorming with the team, clarifying options, and creating cost effective solutions. Help develop User Acceptance Test plans and guide and oversee acceptance and functional testing. Ensure compliance with security policies through profiles, roles, and permission sets. Work closely with the Information Security Office/assigned IS Officer to support and ensure security and integrity of the delivered solution in accordance with the terms and conditions of the project. Support development and/or updates to functional support procedures, escalation procedures, workflows, knowledge base, and configuration plans. Ensure that all requirements are compliant with Section 508 accessibility and government security requirements in accordance with the terms and conditions of the project. Experience and Skills: 5-7 years supporting and overseeing high-visibility or mission critical aspects of government programs. 4-7 years creating requirements and working with requirements management tools for input and tracking in alliance with a RTM. 4-7 years analyzing, creating, designing, and formatting requirement specification documentation, including process flows and other information needed to describe required system changes. Able to manage complex projects with minimal supervision. Strong and effective problem-solving skills. Detailed-oriented, highly motivated, and has excellent interpersonal skills. Communication and adeptness at working with a variety of personalities and skillsets. Outstanding customer relationship skills to gather, analyze, and validate the To-Be requirements. Ability to analyze business needs and requirements to then create user stories for concurrence and acceptance testing. Additional knowledge, education, and skills: BS in Computer Science, Computer Engineering, or related technical field. Extensive experience in supporting the development and implementation of large scale, complex software solutions for the federal government. Experience with the software development life cycle (SDLC) framework. US Citizenship and ability to obtain and maintain a US Government Security Clearance.
