Housing Analyst

The Housing Analyst helps to plan, develop, administer and implement programs, policies and procedures that contribute to the implementation of the Housing Master Plan's goals and strategies. The work involves responding to a variety of housing, development and planning-related issues with project tasks including research and policy analysis, development review, data management and mapping, community outreach and engagement, and administrative and logistical assignments. Work is performed with considerable independence, initiative and judgment within established policies, procedures and practices under the general direction of a Housing Program Manager. The Housing Analyst will help with the coordination stakeholder groups and special working groups focused on housing-related topics and will represent the Office of Housing and its policies on internal City work groups, planning initiatives and special projects, as needed.

The Opportunity
  • Work on a range of multi-faceted planning and development housing initiatives;
  • Assist with meeting federal, state and/or local government requirements for City housing and community development programs; prepare technical, statistical, and/or performance reports on programs, activities and accomplishments, including environmental reviews and assessment reports;
  • Under the direction of a Housing Program Manager, represent the Office of Housing on and staff internal panels, committees, and task forces on housing-related topics as needed;
  • Help develop, monitor and evaluate planning and housing procedures and policies and associated amendments in response to housing and land-use issues;
  • Participate in the preparation and presentation of staff reports, analyses, recommendations and other necessary documents or correspondence to the City Manager, City Council, boards, groups, and/or committees;
  • Assist in researching, writing, and designing housing-related reports and publications;
  • Assist with tracking, maintaining, and mapping GIS and other housing-related data;
  • Under the direction of a Housing Program Manager, work on building partnerships with community associations, private, nonprofit, and other local and regional government agencies to accomplish key City and Office goals;
  • Assist with coordinating community meetings and other events; and
  • Perform related work as required.

The Ideal Candidate
To qualify for this position, all candidates must possess a bachelor's degree and one year of experience in affordable housing, urban studies/planning, public policy, community development, or a related field to include housing development and urban planning; or any equivalent combination of experience and training that provide the required knowledge, skills and abilities.

To be considered an ideal candidate, a candidate must also possess/have a Master's Degree in urban/community planning, public policy, and/or development; two (2) or more years of experience in affordable/assisted housing development, policy, or programs; two (2) or more years of experience in urban/community planning; three (3) years of experience and demonstrated ability in effectively communicating orally and in writing with elected officials, the public, regulatory agencies, and development partners; knowledge of local or regional planning, zoning and development issues and trends; experience with mapping (GIS) and Adobe Creative Suites software; and ability to relate to and work with low-income and limited-English proficiency communities. Fluency in other languages, including Spanish, a plus.
