How The Electrical Alliance Was Started In 1997, over 150 union electrical contractors joined members of Local 26, IBEW to form the Electrical Alliance by adopting a Memorandum of Understanding for Achieving Excellence. In it, both labor and management pledged "their cooperation and support to promote a healthy and continuing growth of business in the Washington, DC area and its outlying areas." The Memorandum outlines numerous commitments to accomplish the Alliance goals. These commitments include: No work stoppages, strikes or lockouts.
