Summary

This position is located in Chesapeake and Ohio Canal National Historical Park, in the Resources Management Division.

TERM positions do not convey permanent status in the Federal service and will be for a period not to exceed thirteen months, with possible extensions up to a total of four years without further competition.

Responsibilities

• Uses geographic information systems (GIS) and geospatial technologies to accomplish natural, cultural, and lands resources management needs.
• Maintains geospatial data and non-spatial attribute data in organized formats with appropriate metadata standards.
• Provides geospatial data and non-spatial attribute data to contractors, park staff, regional NPS, WASO NPS, and researchers as requested.
• Combines geospatial data, historic deed research, and legal documentation to enhance and make more effective park management of resources and lands.

• You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
• You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
• You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
• You will be required to complete a one-year trial period.
• Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

To qualify for this position at the GS-07 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:

Individual Occupational Requirements
Basic Requirements: Geographer GS-0150, Biologist, GS-0401 or Physical Scientist, GS-1301, or Cartographer GS-1370.

Geographer GS-0150: Must possess a degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR have a combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.

Biologist, GS-0401: Must possess a degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR have a combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Physical Scientist, GS-1301: Must possess a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR have a combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Cartographer GS-1370:

1. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
2. Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience: Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373.

In addition to possessing the above basic requirements, applicants must possess the specialized experience and/or education listed below.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: using Geographic Information System (GIS) databases and database management systems to convert information from analog to digital form; integrating computer models with biological and physical scientific knowledge and management practices; develop Global Positioning System (GPS) data dictionaries, spatial data inventories, and cross linkages; participate in field work to generate new or verify existing ground information; prepare GIS plans, data dictionaries, or management plan project statements related to GIS; and develop web data services and mapping viewers.

EDUCATION: Successful completion of at least one (1) year of graduate-level education or superior academic achievement. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of fulltime study at the school attended. Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

Successful completion of a combination of education and experience as described above.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting of moderately heavy items.

Working Conditions: Work is performed both indoors and occasionally outdoors with moderate risks.
