Summary

This position is located in the Natural Resource and Environmental (NRE) team of the Government Accountability Office (GAO), Washington, DC. The NRE team is responsible for GAO's assessments of the U.S. Department of Energy (including the National Nuclear Security Administration) and its efforts to oversee government contractors responsible for cleaning up hazardous and nuclear waste, preventing proliferation of nuclear weapons, and managing the nation's nuclear weapons stockpile.

Responsibilities

As a Senior Analyst, the incumbent serves as an individual program analyst on a research team. The Senior Analyst performs the full range of duties in support of GAO studies in response to requests from congressional committees, subcommittees, and those mandated by public laws and committee reports. Specifically, you will:
  • As an individual contributor, develops design matrix and researchable questions independently or in conjunction with engagement team members and a methodologist to assess program operations or procedures related to federal financial management, contract management, and risk management including experience with techniques for identifying and assessing the risk of fraud and improper payments.
  • Collects and analyzes data from a variety of sources including interviews with agency managers and program officials. Reviews program documents, reports and data. Selects, refines, organizes and presents factual information and analysis in support of engagement objectives. In collaboration with other engagement team members, and based on consultation with the AIC and Assistant Director (AD), decides on form, content, scope, and depth of analysis. Evaluates and analyzes data to determine relevance and reliability through referencing and indexing.
  • Develops findings and recommendations and prepares written products that provide factual and analytical information in a clear, balanced manner that meet the needs of congressional clients and conform to all audit requirements and quality standards.
  • When leading engagements, oversees all aspects of design, data collection and analysis, message development and report writing and ensures the quality and value of the final product. Prioritize the work to ensure milestones are met. Assign work to team members to include expectations and deadlines for completing assignments. Coach, mentor and train team members. Ensures coordination with stakeholders.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience equivalent to at least the GS-12 grade/PE-I band level in the Federal service, or comparable experience in the private sector, to equip the candidate with the knowledge, skills and abilities to duties of the position. Specialized experience is defined as conducting research and performing quantitative and qualitative analysis on program operations or procedures related to federal financial management, contract competition and management, and/or risk management; experience utilizing techniques to identify and assess the risk of fraud and improper payments; and extracting pertinent data for report findings.

All applicants will be rated based on their responses to the assessment questions, in conjunction with the following Knowledge, Skills and Abilities (KSA's):
  • Extensive knowledge of auditing policies, procedures and requirements including Generally Accepted Government Auditing Standards to independently perform assigned work, develop findings and make recommendations about government programs.
  • Knowledge of federal financial management and contract competition and management principles, policies and practices including Federal Acquisition Regulations, federal managerial cost accounting standards and concepts, federal contract administration requirements and techniques and federal internal controls standards.
  • Knowledge of federal enterprise risk management requirements and techniques. This includes knowledge of the Improper Payments Elimination and Recovery Act of 2010 (IPERA) and techniques for identifying and assessing the risk of fraud and improper payments.
  • Mastery of qualitative and quantitative techniques for analyzing and evaluating the effectiveness, and efficiency of government programs and operations.
  • Ability to communicate orally and in writing to prepare reports, participate in interviews and meetings and to make presentations to agency officials, congressional staff and others.
  • Ability to lead other team members by assigning tasks, providing clear instructions and work expectations and monitoring work for timeliness and adherence to standards.
