Summary

This position is located with the Office of the Secretary of Interior, Office of Self Governance in Vancouver, Washington and Washington, District of Columbia. Position is the principal authority within OSG for understanding negotiated amounts in agreements, and reviewing agreements for consistency with the President's Budget.
There is only one position that can be occupied at either location.

Responsibilities

  • Supervises a staff responsible for development and maintenance of financial management systems, policies and procedures for the Office of Self Governance (OSG).
  • Manages the financial account for OSG, which includes preparing the budget during the formulation phase, writing justifications, preparing capability and effect statements and tracking expenditures for tribal and internal OSG budgets.
  • Acts as expert advisor to the Director. Develops internal operational guidelines. Provides functional and technical guidance of daily operations. Monitors resources assignment to ensure effective operations and timely distributions of funds.
  • Serves as project manager for a variety of financial management initiatives and contracts for the Self Governance Database (SGDB) improvements.
  • Identifies formal policies and procedures in need of revision, develops recommendation for changes, analyzes impact of changes and coordinates review with management and Compact Negotiators.

Qualifications

To qualify for the GS-14, you must have at least one year specialized experience at the GS-13 or equivalent level (1) conducting fiscal program analyses for budgetary functions; (2) preparing budget estimates, and writing justifications; (3) reviewing and analyzing funding agreements; (4) managing complex financial spreadsheets and/or electronic systems; (5) presenting information and (6) training finance employees

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

The full performance level of this position is GS-14.

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
