Summary

You will serve as a SUPERVISORY BUSINESS & INDUSTRY SPECIALIST (SHIPBUILDING) in the New Construction Aircraft Carrier Division, Waterfront Operations Department of the SUPSHIP.

Responsibilities

  • You will serve as Command's expert in Nuclear Aircraft Carrier (CVN) new construction for SUPSHIP.
  • You will lead in the oversight and execution of multi-billion dollar CVN design, development, construction, certification, delivery and post shakedown availability completion at the Nation's largest most complex shipbuilding and repair installation.
  • You will lead subordinate supervisors and team leaders in contract review, strategy, and execution.
  • You will ensure CVN new construction project management team is appropriately and property staffed to workload.
  • You will ensure adequacy and management of funding for multi-billion dollar CVN new construction.
  • You will anticipate and assist in preventing costly delays, and directs subordinate teams to resolve problems affecting cost, scheduling and performance of contracts.
  • You will lead cross-organizational CVN new construction project management team of NAVSEA.
  • You will serve as DON expert for matters pertaining to mum-year, multi-billion dollar Aircraft Carrier New Construction from construction preparation through delivery and post shakedown availability.
  • You will assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
  • You will develop performance plans and rates employees.
  • You will make decisions on technical and personnel problems presented be subordinate supervisors.
  • You will review evaluations of non-supervisory employees rated by subordinate supervisors.
  • You will recommend performance awards and salary/bonus distribution for subordinate employees.
  • You will ensure adequacy and management of funding for billions of dollars in Aircraft Carrier design, development and new construction including certification, delivery and post shakedown availability execution.
  • You will ensure subordinate supervisors funds are adequate and provided in a timely manner to prevent adverse impact on contractor work schedules
  • You will direct subordinate supervisors to ensure all proposed or approved contract changes are correctly processed, acting on change proposals within the authority delegated to SUPSHIPNN by the Navy
  • You will ensure subordinate supervisors make timely notification to funding activities of any anticipated overrun or under-run of estimated costs;
  • You will direct the preparation of technical correspondence and reports, ensures subordinate supervisors are having reports assembled and disseminated on current status of work within assigned design, development and construction projects
  • You will ensure approval obtained for new work as authorized and directs necessary actions to clear items leading to final contract settlement
  • You will ensure subordinate supervisor and cross-organizational participation in and support of integrated product process development and related integrated product teams

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field in Production, Quality and Manufacturing, Level III. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the federal service or equivalent experience in the private or public sector managing project resource requirements (e.g. funding, contracting, cost estimation, personnel, acquisition, equipment and facilities) to ensure the construction or maintenance of naval ships or vessels.

This hiring activity has converted to the Acquisition Demonstration Project (AcqDemo) which is an alternate personnel system. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $140,027. If your current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
