Summary

As a Supervisory IT Specialist, you will serve as a technical expert in planning, developing, and maintaining an agency-wide IT Security Program in accordance with the Federal Information Security Management Act (FISMA).

The Security Operations Division is responsible for providing real-time operational security through SOC and enterprise network security capabilities.

Responsibilities

Develops strategies to improve security awareness of the user population by leveraging tools such as PhishMe to test and train users on how to identify attempted phishing attacks. Leads efforts within GSA to plan, develop, and maintain an agency-wide IT Security program in accordance with the Federal Information Security Management Act (FISMA) which establishes appropriate controls to ensure the protection of GSA's IT assets, ensures that all laws, regulations, policies, and procedures related to IT Security are implemented within GSA on a nationwide basis, and finding technical solutions and providing technical guidance pertaining to matters regarding implementation of IT security. Directs the development of specifications for Information Security contracts and programs involving hardware, software, components, systems, subsystems, and/or services supporting the Security Operations Division; prepares statements of work (SOWs), Requests for Information (RFIs), and Requests for Proposals (RFPs). Evaluates Systems' IT Security requirements, and develops evaluation plans; participates on proposal evaluation teams, and evaluates vendor proposals for adequacy in terms of vendor ability to perform desired actions and produce proper results. Assess' and improves the effectiveness and/or complex management processes, projects, and systems in the security operations division; ensures that SecOps continues to develop and employ best industry information security practices; and manages and monitors the overall effectiveness of the activities in the security operations division and implements changes as necessary. Performs the full range of supervisory responsibilities to direct the missions, functions, and resources of the Security Operations Staff, including scheduling and assigning work; exercising responsibility; ensuring equity of standards; directing the major program segments of security operations activities; providing guidance and direction; as well as assigning work to project/team leaders (both contractor and civilian) and ensuring the completed work is in accordance with established information security and project management principles and practices.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $137,849.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:
  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience includes directing and implementing efficient and cost effective information security practices to improve reliability and security; serving as a recognized expert on information security committees; evaluating IT Security requirements and developing evaluation plans; and researching information security trends and forecasting additional security needs and requirements.
