Summary

The Justice Security Operation Center (JSOC) is the Department's primary and central defense against cyber-attacks and espionage threatening our networks. It provides proactive and consistent services to respond to threats against DOJ's information assets as well as 24x7 incident monitoring, prioritization, escalation, response, and remediation.

Responsibilities

Directs the Justice Security Operations Center (JSOC), a 24x7 operation that provides comprehensive cyber incident intrusion, detection, and response management services to protect the DOJ's computer networks. Provides guidance on remediation for cyber threats and penetrations into the Department's network as issues arise. Leadership of the Department's Security Operations Center as a Service (SOCaaS) offering, which provides government-wide SOC shared services in support of the President's Management Agenda Cross-Agency Priority (CAP) Goals. Advises other Information Technology (IT) experts throughout the agency and its components on a variety of situations and issues that involve applying or adapting new theories, concepts, standards, and/or practices resulting from the employee's leadership.

Plans, develops, and coordinates agency-level information security programs and strategies. Formulates agency-level IT initiatives in response to critical IT security issues. Plans and coordinates agency adherence to Federal IT security defense strategies.

Serves as the primary agency advisor on various programs and events such as the loss of data or a cyber-attack. Advises on the appropriate methods and techniques to use in order to achieve program goals and objectives.

Supports the goals and objectives of the DOJ Chief Information Officer and the Chief Information Security Officer as they relate to cybersecurity and incident detection and response. Primarily responsible for the direction and management of large-scale operations to efficiently achieve specified goals and objectives.

This is a limited term Senior Executive Service position not to exceed 3 years.

We recommend that your resume emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Director, Justice Security Operation Center. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be embedded/addressed within your resume not to exceed seven pages.

MTQ 1: Demonstrated experience and expert knowledge of operating a 24x7 cybersecurity operations and cyber threat intelligence operations center supporting all three data classification levels.

MTQ 2: Broad and in-depth knowledge of telecommunications systems, corporate networks, cloud solutions and an understanding of the supporting security architecture.

MTQ 3: Demonstrated experience and expert knowledge of enterprise-wide IT operations, shared service management and production, cost modelling, and customer care with a focus on policy development and implementation, risk management, and compliance with all relevant federal regulations, including FISMA and NIST cybersecurity framework standards.

IN ADDITION, YOUR RESUME MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQs) EVIDENCE WITHIN YOUR RESUME NOT TO EXCEED SEVEN PAGES. PAGES EXCEEDING SEVEN (7) PAGES WILL NOT BE CONSIDERED:

Your demonstrated leadership ability and the evidence of the ECQs and MTQs must be clearly shown in your resume. A separate narrative statement will not be accepted.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
