Summary

This position is located in the Bureau of Primary Health Center in the Office of the Director for the following offices: Office of Strategic Business Operations, Office of Northern Health Services, Office of Southern Health Services, Office of Policy and Program Development and Office of Quality Improvement. The duty location is Rockville, Maryland.

Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As Deputy Director, the incumbent assists the Director in directing programs in the theory and practice of strategic planning, strategic leadership, and strategic management. Will provide expert advice on a board range of public health programs and management initiatives related to health care program operations for improving business services, practices and systems.

Specifically you will:

- Support the Office Director on all phases of the organization's program and work, as well as provides support to prioritizing office goals and completing objectives.

- In the absence of the Office Director, responsible for ensuring that public health programs, priorities, and activities of the Office align with BPHC and HRSA-wide goals.

- Provide support to the Office Director and management team to ensure that Office practices are effectively and efficiently producing desired public health program outcomes within the office, across the organization, and external stakeholders.

- Support the Office Director in analyzing, evaluating and developing major aspects of Agency and Bureau-wide public health programs that require coordination with BPHC, as well as resolving critical problems or developing new concepts and methodologies that may promote advances to the mission.

Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In order to qualify for this GS-15 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: providing guidance on a broad range of public health policies and programs to internal and external stakeholders; identifying issues to develop new approaches on problems arising out of various public health programs and initiatives; and evaluating the effectiveness of public health programs and policies to provide recommendations for improvement of those programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 07/29/2019.
