This position is located in the Department of Homeland Security, U.S. Coast Guard, Assistant Commandant for Acquisition, Director of Acquisition Services, Office of International Acquisition Programs, in Washington DC.

Responsibilities

You will serve as a Foreign Military Sales (FMS) Analyst, responsible for executing assigned FMS cases to include program financial logistical planning, budgeting and reconciliation functions.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Promoting U. S. Coast Guard (USCG) acquisition programs and the acquisition portfolio through various outreach activities and research.
  • Coordinating and planning international engagement efforts in support of USCG acquisition programs.
  • Assisting in the development of Price and Availability data, Financial Analysis Worksheet, Estimated Payment Schedule, Letter of Offer and Acceptance (LOA) data, and other information required by potential foreign purchasers and US government entities.
  • Developing FMS program management plans and executing and following through with implementation of plan working with chosen contractors.
  • Exercising oversight of all financial aspects of FMS cases and managing obligation authority and requisition numbers, and monitoring financial and delivery tracing systems for projects.

Qualifications

GS 12: Applicants must have at least one year of specialized experience equivalent to GS 11 in the Federal sector. Examples of specialized include: Managing Foreign Military Sales project; developing Letters of Offer and Acceptance, amendments, modifications, and price and availability data; executing all functional areas of assigned FMS cases, to include acquisition, logistics, financial and programmatic aspects; and conducting case reconciliation and closure.

GS 13: Applicants must have at least one year of specialized experience equivalent to GS 12 in the Federal sector. Examples of specialized include: Managing Foreign Military Sales (FMS) cases to include case development, execution and closure in accordance with established policies and procedures; developing Letters of Offer and Acceptance, amendments, modifications, and price and availability data; executing all functional areas of assigned FMS cases, to include acquisition, logistics, financial and programmatic aspects; and conducting case reconciliation and closure.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
