Summary

The Human Resources Employee Relations Specialist performs complex administrative and professional work in the development and execution of employee relations strategies that support the human resources strategic plan and accomplishment of aligned projects, goals and operational objectives.

Responsibilities

The Human Resources Employee Relations Specialist duties include but are not limited to the following:
  • Serves as an internal consultant and Human Resources liaison responsible for assisting in the development and implementation of employee relations strategies for directors, managers and employees.
  • Provides guidance, consultation, advice and assistance to management on employee relations matters to include corrective actions, grievances, and performance-based actions.
  • Develops and proposes course of action to resolve problems based on policies, knowledge, judgment and experience and informs employees of their rights when dealing with workplace issues and concerns.
  • Manages various employee relations programs, such as the Family Medical Leave and Employee Assistance Programs.
  • Provides influential and innovative approaches at all levels to accomplish significant employee relations initiatives, and addresses various needs associated with employee relations through persuasion, coordination, and explanation.
  • Provides support for the projects and programs of the Performance Management and Employee Relations (PERU) team that deliver performance intelligence to enable strategic human resource management decisions in the area of policy, performance management, employee relations and other related organizational development programs and initiatives.
  • Coordinates the design, launch, and facilitation of learning opportunities for the workforce to help them understand and more effectively navigate through various Employee Relations programs and procedures in the performance management process.
  • Assists in designing, developing, and delivering employee relations programs and activities to enhance the staff and organizational performance levels of the DC Courts.
  • Researches employee relations practices and programs at other government and business organizations which may benefit Court employees. Preparing recommendations to the Performance Management and Employee Relations Officer for possible implementation.

Qualifications

Minimum Qualifications: Bachelor's degree in human resources, organizational development or related field and at least five (5) years of experience working in Human Resources of which at least three (3) years of specialized experience in employee relations and/or performance management.

Preferred:
  • An advanced degree in a related field.
  • Certification from an accredited Human Resources Organization (ex. SHRM, HRCI, ATD)

This job is being filled by an alternative hiring process and is not in the competitive Federal civil service.

Please note there is a mandatory one year probationary period for all non-judicial new employees.
