Summary

The Headquarters Information Technology and Communications Division (HQ ITCD), Technology Services and Solutions Branch seeks a highly skilled individual to service as the Headquarters Enterprise Architect.

Responsibilities

  • Develops and administers budget for mitigation of technology obsolescence, emerging technology, and performance-based measurements of IT investments. Monitors and evaluates the performance of IT investments.
  • Plays a critical role in the development and build-out of the Headquarters Enterprise Architecture and ensures proper integration and compliance with Agency Enterprise Architecture.
  • Conducts regular briefings explaining emerging IT developments or deployment plans and relevant budget or technical impacts.
  • Analyzes emerging technologies and translates their implications into an effective IT vision and strategy. Develops/manages multi-year IT strategies in harmony with HQ and Agency strategic plans.
  • Manages the technology portfolio for both the IT infrastructure and directorate program areas. Determines governance for the deployment of new technologies.
  • Provides analysis of leading-edge technologies and serves as project manager for specific initiatives.
  • Provides proof-of-concept through analysis, demonstrations, prototypes, or testing.
  • Performs contract and task order management activities. Assists in identifying existing contract vehicles, the initiation and establishment of new contracts and task orders required for successful portfolio management and service delivery.
  • Plays a key role in the development of policies, guidelines, procedures, and standards for the planning, development, integration, implementation, and evaluation of information technology (IT) systems and subsystems.

Qualifications

Applicants must have IT-related experience demonstrating each of the four competencies below:

1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
2. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication: Express information (for example, idea of facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); and responds appropriately.
4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-13), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience is defined as experience in the following:

1. Developing standards and methods in IT architecture to deploy new technologies to meet customer and business requirements;

2. Establishing and/or maintaining an enterprise architecture methodology and framework for an IT organization;

3. Executing a systems engineering and integration framework in the development and design of systems; AND

4. Designing IT solutions in a cloud environment.

Experience with Cost Plus Incentive Fee (CPIF) contracts is preferred.
