Responsibilities

You will serve as an Operations Research Analyst working with Coast Guard (CG) leadership to correct deficiencies in or improve the performance of enterprise-wide systems, processes, or operations through the application mathematical and statistical modeling techniques that provide understanding of the strategic risks and resource allocations associated with CG Mission Support.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Performing limited-scope analyses regarding capture and reporting of the enterprise-wide Mission Support performance data.
  • Working closely with Mission Support program managers to develop quantitative measures that assess performance, identify performance gaps, and measure interrelated factors such as risk, cost-effectiveness, data quality, attainment of program goals and objectives and compliance with pertinent legal and regulatory guidelines.
  • Coordinating risk-based Mission Support performance planning and resource management activities.
  • Liaising with other government agencies and external colleges (i.e. other OR analysts, scientist, or engineers) to ensure alignment of programs.
  • Researching and drafting reports or other working documents on complex program issues involving problem solutions or system improvements.

In addition to the education requirements above:

For GS-13, applicants must possess at least one year of specialized experience equivalent to the GS-12 level in Federal service: performing analysis on data on the workforce; use complex quantitatigve analytical abilities, including knowledgte of data warehousing/data manipulation, times series modeling, optimization, and computer simulation; use analyses and models to design accurately forecast trends in the agency's workforce; and analyze current outside influences such as economical and government factors.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a positive education requirement.

Basic Requirements: Degree: Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
