Responsibilities

  • Directs/Supervises one or more employees on a regular and recurring basis; performs selection activities, assigns/reviews work, approves leave, rates performance, recommends awards/promotions, takes disciplinary action, etc.
  • Analyzes, and evaluates new or modified program and/or management policies, regulations, goals, or objectives.
  • Develops procedures and systems for assessing the effectiveness of programs and/or management processes.
  • Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
  • Analyzes management information requirements.

This position may be filled as a competitive temporary promotion opportunity not to exceed (NTE) 09/26/2020 by a current career or career-conditional Department of Commerce employee. This temporary promotion may be extended, terminated earlier, or made permanent at management's discretion. At the conclusion of the temporary promotion, the employee will return to their position of record.

This position may be filled as a temporary appointment, initial appointment is not to exceed (NTE) 1 year. This appointment may be extended 1 additional year at management's discretion.

A probationary period may be required.

A supervisory probationary period may be required.

Relocation expenses may be paid.

Qualifications

Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Leading a staff, providing instructional guidance (written and in person), setting priorities and preparing schedules in order to meet program schedules and objectives; setting priorities that allow for the completion of multiple tasks; coordinating reports, evaluating programs and advising senior leadership; working with and assisting both Headquarters staffing and field administrative programs; and planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations, where the proposals involve substantial bureau resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.

Education: There is no substitute for education for this position.

  • Ability to communicate in person and in writing on subjects requiring clear, methodical thought to the organization (intra-and interdivisional) as well as other division groups.
