Responsibilities

As a PROGRAM ANALYST (MAIL MANAGEMENT AND TRANSPORTATION) at the GS-0343-12 some of your typical work assignments may include:
  • Serves as a senior Program Analyst in the Supply and Transportation Branch, responsible for the Agency mail and transportation requirements of large load shipments, commercial cargo shipments, and commercial personnel travel plans in support of the Agency's combating weapons of mass destruction (CWMD) mission.
  • Provides technical control over the execution of commercial carrier and special handling equipment in support of dispersed global operations.
  • Serves as an agency senior transportation planning authority in interagency, DoD planning comities, working groups, meetings, and mission activities.
  • Maintains access and read/write roles in the classified Joint Operation Planning and Execution System (JOPES) and oversees the Agency's Time-Phased Force Development Data (TPFDD) with supported COCOMs and TPFDD functional managers.
  • Develops agency transportation annex to support Combatant Commanders' letter of instructions for real world events and DoD sponsored exercises.
  • Develops transportation policy for handling, packaging, and movement of hazardous cargo worldwide by surface and air.
  • Routinely briefs senior leadership on issues affecting Agency deployment and sustainment of shipments critical to the Agency CWMD Mission world-wide.
  • Serves as an experienced source for all fleet management services and support for assigned customers and supplier accounts.
  • Responsible for the agency fleet program and tasked to provide technical assistance and support to all units assigned to or under the operational control of the DTRA.
  • Incumbent performs analysis of the vehicle fleet regarding utilization, cost per mile, monthly lease cost, and maintenance and repair time.
  • Reviews accident reports and related documents and distributes to proper authorities..
  • The incumbent manages the Smartcard and Mass Transit Benefits Programs (MTBP).
  • Reviews and interprets DoD, Federal, state, local, and international transportation shipping, handling and movement policies, special bulletins, directives, technical manuals, statues, and other instructions.
  • Develops and establishes transportation operational procedures, business rules and directives that pertain to Agency transportation and logistics mission sets.
  • Coordinates with branch and division chiefs in projecting budget requirements and comptroller activities in allocating funds to transportation mission requirements.
  • Oversees budget execution lines of account (LOA), monitors and validates expenditures, and ensures obligation rates are within prescribed limits.
  • Reviews, validates, and approves requests for procurement of shipping, crating and handling support materials, including procurement requests for material handling equipment (MHE) in support of assigned mission requirements for the agency.
  • Responsible for accountability management to include identifying and securing all accountable items (Property, Commercial Express/Ground materials, Special Service United States Postal Service [USPS] Mail, and Classified Diplomatic Pouches.).
  • Responsible for the management of receiving and distribution functions, to include receiving all items being delivered to DTRA (Mail, Parcels, Packages, and Freight).
  • Manages the reception and preparation of outbound items for shipment.
  • Develops the Central Postal Facility Work Plan and Scheduling Guide (WPSG) on a quarterly basis.
  • Prepare responses to audits conducted by General Services Administration (GSA), DoD, the USPS, Military Postal Service Agency (MPSA)

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Experience with non-tactical vehicle fleet management
  • Utilizes the Defense Property Accountability System (DPAS), Maintenance and Utilization Module
  • Maintains access and read-write roles in the classified Joint Operation Planning and Execution System (JOPES) and oversees an agencies Time-Phased Force Development Data (TPFDD)
  • Oversees an agencies mail management

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
