Responsibilities

Information Systems - Work that involves developing, delivering, managing, and maintaining HR information systems when the paramount knowledge requirement is human resources management, rather than information technology.

Classification - Work that involves position evaluation, establishing and maintaining a position classification program to determine appropriate pay system, occupational grouping, title and grade of positions, and advising on position and organization design.

Compensation - Work that involves analyzing, interpreting, developing, and/or implementing laws, regulations, policies, and/or guidance involving subject matter areas within compensation administration (e.g., pay and/or leave administration) and advising management on the use of compensation flexibilities to help recruit, manage, and retain employees.

Recruitment & Placement -Work that involves recruiting, examining, selecting and placing employees; performing job analysis; workforce planning and analysis; and advising management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission.

Employee Benefits -Work that involves providing guidance and consultation to agencies, employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury compensation.

Human Resource Development -Work that involves planning, administering, or evaluating programs designed to develop employees and manage learning in the organization.

Performance Management -Work that involves assisting managers and supervisors in establishing, maintaining, and monitoring effective performance management programs to plan, monitor, develop, rate, and reward employee performance, and services that support formal and informal award programs to provide employee incentives and recognition.

Employee Relations -Work that involves providing advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution.

Labor Relations -Work that involves establishing and maintaining effective relationships - including the use of non-traditional collaborative approaches - with labor organizations that represent Federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of labor relations matters.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Have at least 1 full year of specialized experience equivalent to the grade level below the grade level of the position being filled in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience will vary based on grade level and bureau of position being filled. Your application package will be reviewed by a HR Specialist to determine qualifications before being sent to the Hiring Manager for each position as vacancies become available.

Special Hiring Authorities for Veterans
Below is a list of special hiring authorities designed specifically for veterans. For more information, visit www.fedshirevets.gov.

Veterans Recruitment Act (VRA)
VRA allows for the appointment of eligible veterans without competition from non veterans. This hiring authority can be used for positions up to GS-11 or equivalent. Veterans are hired under excepted appointments to positions that are otherwise found in competitive service. After the individual satisfactorily completes 2 years of service, the veteran must be converted non-competitively to a career or career-conditional appointment.

Eligibility under the VRA hiring authority applies to any of the following veterans:
  • Disabled veterans; or
  • Veterans who served in active duty in the Armed Forces during a war, or in a campaign or expedition for which a campaign badge has been authorized; or
  • Veterans who, while serving on active duty in the armed forces, participated in a United States military operation for which an Armed Forces Service Medal was awarded; or
  • Recently separated veterans (within 3 years).

In addition, veterans must be separated from the Armed Forces under honorable or general discharge.

30 Percent or More Disabled Veterans
The 30 Percent or More Disabled Veterans authority enables the appointment of an eligible candidate to any position for which he or she is qualified without competition. Unlike the VRA, there is no grade-level limitation. Initial appointments are time-limited, lasting more than 60 days; however, individuals can be non-competitively converted to a permanent status at any time during the time-limited appointment.

Eligibility applies to the following categories:
  • Disabled veterans who were retired from active military service with a service-connected disability rating of 30 percent or more; or
  • Disabled veterans rated by the Department of Veterans Affairs (VA) as having a compensable service-connected disability of 30 percent or more

EMPLOYMENT ELIGIBILITY VERIFICATION PROGRAM (E-Verify) - U.S. law requires organizations to employ only individuals who may legally work in the United States - either U.S. citizens, or foreign citizens who have the necessary authorization. This agency utilizes E-Verify to compare information from the Form I-9, Employment Eligibility Verification, to data from U.S. Department of Homeland Security (DHS) and Social Security Administration (SSA) records to confirm employment eligibility. If the employee's information does not match DHS and/or SSA records, the employee is given an opportunity to resolve the problem. If eligibility cannot be verified, employment will be terminated.

1. Resume - your resume or any other written format you choose should contain the required information as specified in the "How You Will Be Evaluated" section. Insufficient information will result in an ineligible rating.

3. Transcripts - if you are qualifying based on education OR if there are mandatory education requirements listed under the Qualifications and Evaluations section, you MUST submit a copy of your college transcript(s) with your application. 4. Veterans Preference - If claiming veteran's preference, you must indicate the type of veteran's preference you are claiming on your resume.

For 5-point veteran's preference, you must provide a copy of your DD-214 Certificate of Release or Discharge from Active Duty (Member Copy 4 is preferable) which must show the type of discharge and dates of active duty. If you are currently on active duty, you must provide a certification on letterhead from your military branch which contains your military service dates, expected date of discharge or release, and the character of service to show that your military service was performed under honorable conditions. The expected date of discharge or release must be no later than 120 days after the certification is submitted for consideration for this vacancy announcement. If the appropriate information is not submitted to confirm your current or expected discharge status, dates of service, etc., you will not receive credit for the claimed active duty military service.
