Responsibilities

- Plan and conduct studies related to management improvement issues.
- Advise on the impact of changes in mission or resources and recommend alternate courses of action and possible solutions.
- Participate in discussions involving the findings and recommendations.
- Gather and organize narrative and statistical data.
- Organize and deliver briefings to present findings, solutions, and recommendation.

Qualifications

You qualify at the GS-11 level if you meet one of the following qualification requirements:

You must demonstrate in your resume at lease one 91) year of qualifying experience equivalent to at least the GS-09 level in the federal service obtained by either private or public sector, performing the following types of tasks: Conducting studies involving work processes and administrative procedures which are clerical and routine; analyzing studying findings to identify issues, risks, and concerns in processes or procedures; creating ad-hoc tabular reports on findings from quantitative (e.g., surveys, cost-benefit analyses, feasibility studies) assessment methods used studies; and developing management operations reports and arranging and conducting conferences/meetings with appropriate management personnel;
OR

B. have completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Education must be related to the position to be qualifying;
OR
C. have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Conducting studies involving work processes and administrative procedures which are clerical and routine; analyzing studying findings to identify issues, risks, and concerns in processes or procedures; creating ad-hoc tabular reports on findings from quantitative (e.g., surveys, cost-benefit analyses, feasibility studies) assessment methods used studies; and developing management operations reports and arranging and conducting conferences/meetings with appropriate management personnel;
OR
D. have a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-12 level if you meet one of the following qualification requirements:

One year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting studies to evaluate the effectiveness of policies and procedures related to the management and administration of information management systems, human capital planning and financial and budgeting operations; writing administrative standard operating procedures; conducting analyses of administrative and management operations functions and work processes including examination of deviations from standards; conducting analyses of administrative and management operations functions and work processes including areas such as systems, manpower utilization, productivity management, workflow, and paperwork management; and developing findings and conclusions regarding management operations.

You qualify at the GS-13 level if you meet one of the following qualification requirements:

One year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading studies employing qualitative (e.g., focus groups, individual interviews, observations) and quantitative (e.g., surveys, cost-benefit analyses, feasibility studies) assessment methods to evaluate the effectiveness of policies and procedures related to the management and administration of information systems, human capital planning, and financial and budgeting operations; performing analytical studies related to management operating procedures and organizational productivity; reviewing and editing administrative standard operating procedures affecting parent and subordinate offices; and, writing official reports to senior management on findings, recommendations, and implementation plans for improvements to administrative operations.

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
