Responsibilities

As a PROGRAM MANAGER (OPERATIONS) at the GS-0340-13 some of your typical work assignments may include:
  • Serves as a DTRA-RD Program Manager (PM) for material solution development which includes serving the direct oversight for multi-million dollar counter-improvised threat material solutions and monitoring of their cost, schedule, and performance to ensure detailed acquisition strategy plans are written and in compliance with performance, schedule and costs goals.
  • Serve as a Contracting Officer Representative (COR), Technical Point of contact (TPOC) or the assistant program/project officer for a specific development effort related with the award and management of contracts in accordance with Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR) and other applicable laws and regulations.
  • Responsible for leading the coordination and program integration teams (PIT) between program management, test and evaluation, and the technology strategy branch to develop an acquisition plan in support of the DTRA-RD acquisition approval process.
  • Responsible for the cost accountability with the DOD Planning, Programming, Budgeting and Execution System (PPBES) for the building of budget estimates in order to execute fiscal years appropriated funds, congressional budget quad charts and exhibits, funding release documents, and oversight of the obligation and execution rates of their program portfolio.
  • Responsible for answering Congressional inquiries and other formal request for information and submit formal responses back to DTRA-RD HQ addressing improvised threat detect and defeat technologies.
  • Performs a wide variety of analytical and administrative duties related to requirements planning with the formulation, justification, presentation, execution and review of materiel and non-materiel solutions designed to detect, defeat, or neutralize emplacement activity or emplaced improvised threats.
  • Coordinates with other Program Managers and deployed technical integrators for DTRA RD-TT funded programs to facilitate development, evaluation, deployment, employment and ultimate transition to service Program of Record (POR) or other disposition.
  • Continually monitors and reviews all assigned programs and projects to ensure that resources are consistent with obligation and expenditure goals and objectives to be accomplished, assuring any changes are made in an expeditious manner.
  • Monitors development, facilitates approval and oversees execution of program documentation to support an acquisition initial strategy session (ISS) or a development decision board (DDB).
  • Plans, coordinates, executes, and revises strategic actions that support integration of multiple materiel and non- materiel counter improvised threat solutions, specifically designed to detect, defeat, or neutralize IED threats.
  • Formulates and communicates recommendations on proposed technologies based on scientific and engineering knowledge of existing capabilities and the analysis of technical alternatives.
  • Serves as the primary interface between funded program managers, DTRA RD-TT, and forward operating forces to coordinate technology development, production, evaluation, deployment, and integration into contingency operations.

Qualifications

You may qualify at the GS-13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Experience with services, activities, missions, functions, organizational and program goals and objectives to apply analytical methods and techniques to issue and study concerning efficiency and effectiveness of operations.
  • Experience coordinating with principal organizational representatives as necessary to resolve problems and to achieve desired objectives.
  • Experience developing administrative policy statements, operating regulations and procedures concerning operations, plans and organization that affect or impact on all organizational elements.
  • Experience utilizing operations and functional manuals such as the Adaptive Acquisition Management Process (AAMP), and the DoD 5000 series.
  • Experience analyzing program requirements and to define non-standard methods of approach in problem solving for both short and long range objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Other Notes:
This position requires the incumbent to obtain and maintain a Top Secret/SCI clearance for the duration of employment.

The incumbent is required to pass a pre-employment drug test prior to being appointed and submit to random drug testing for the duration of employment.

Travel up to 10% of the time may be required.

Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.

ACQUISITION POSITION: This is an Acquisition Workforce position in the Program Management career field. The incumbent is required to become certified, Level II in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually.
