Job Announcement

The Fairfax County's Health and Human Services (HHS) organization is comprised of ten agencies totaling approximately 4,000 staff with a total budget size of general, special and grant fund support of $800 million dollars. The Office of Strategy Management (OSM) for HHS develops and executes the strategic vision and priorities of the entire organization under the leadership of the Deputy County Executive of HHS and Director of OSM.

As a key member of the OSM leadership team, provides strategic leadership and project oversight of the business integration and data analytics units to drive HHS system and operational change towards greater integration. Provides strategic direction and leadership on multiple county-agency projects that OSM manages to ensure goals and timelines are met. Provides recommendations and new approaches to ensure OSM meets HHS and county multiagency priorities, and HHS resource allocation. He/She will also ensure that OSM effectively engages both internal and external stakeholders to gather input, build consensus and ensure OSM has the appropriate resources to meet the needs presently and in the future. Position will also serve as the director in his absence.

Specifically, this position will oversee the work of the Senor Manager of Data Analytics and Senior Manager of Business Integration to ensure that work plans and deliverables are met within budget and on-time. As important, sets the vision and strategy, in partnership with the Director, for ensuring OSM propels HHS forward with a streamlined, integrated and data-informed culture.

He/She will be responsible for overseeing professional staff who are engaged in the following projects (not exhaustive):
  • HHS IT Roadmap
  • HHS Data Warehouse development
  • Performance and Outcome measure development and analyses
  • HHS Action Plan
  • Community and population specific surveys
  • HHS Needs Assessment
  • Predictive modeling and analytics
  • Opportunity Zone/Economic success activities
Must also build collaborative partnerships with both internal and external stakeholders to drive change in HHS that may not be in the direct control of the individual (leading without authority). Candidate must also possess the necessary communication skills (written and oral) to distill complex information and convey in a variety of mediums to different audiences (elected leaders, county staff, and internal and external leaders). Must possess strong leadership and strategic management skills to ensure OSM is contributing to innovative and new approaches to meet the needs of County residents.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to a graduation from an accredited four-year college or university with a bachelor's degree in public or business administration, social services, human services, or a related field plus five years of professional experience in social services, human services, business/public administration, health administration, public health, or a related field, at least one year of which must have included supervising professional staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit history check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Master's degree preferred in a related field; Leadership and strategic thinking expertise a must; Expertise and strong ability to build project plans, establish timelines, milestones, and deliverables; Superior interpersonal and communications skills in order to inform and collaborate with both technical and non-technical personnel at various levels in a complex organization.

PHYSICAL REQUIREMENTS:
Ability to use keyboard driven equipment. Ability to communicate clearly, both orally and in writing. Ability to travel to multiple sites to attend meetings. May be required to lift up to 25 lbs. All duties performed with or without reasonable accommodations.
