Job Announcement

Provides day-to-day guidance and direction to a group of social services specialists in conducting Child Protective Services (CPS) investigations and family assessments, and co-supervises administrative support staff. Ensures that work complies with federal, state and local laws, policies and procedures. In collaboration with social services specialists, works to assure the safety and well-being of children, and to reduce the risk of child abuse and neglect. Works with a diverse and multi-ethnic population and workforce. Monitors caseloads, assigns referrals, reviews case records, and signs off on safety plans and other reports which require supervisory review. Identifies risk and safety, and crisis situations and guides intervention as needed to address difficult or dangerous client situations. Completes the hiring process for job applicants and makes recommendations for hiring, prepares and conducts formal performance evaluations, and handles performance and discipline issues in a timely manner in accordance with County personnel policy. Reviews the work of individual social services specialists and provides feedback and instruction. Communicates performance expectations. Approves and monitors expenditures for client services consistent with the program budget and client outcomes. Solicits concerns, issues and recommendations from staff regarding programmatic needs and systemic issues. Evaluates the effectiveness of policies and procedures and recommends changes. Conducts individual and group supervision with staff to discuss general policies and to interpret related rules, regulations or laws and to assess cases objectively based upon the significant risk factors and to monitor casework progress. Facilitates open communication between staff and senior management to achieve agency and unit goals. Provides oversight for required data systems and uses data systems for management of day-to-day work. Establishes and maintains ongoing collaborative relationships with public and private providers, community-based groups, and residents to coordinate and integrate services, improve access, and identify community needs and barriers to service delivery. Participates as a team member in the continuous improvement of service delivery to children and families.

Schedule: Position requires responding to CPS cases outside of traditional business hours, and a flexible schedule, including evening and/or weekend work to meet case management and monitoring responsibilities. In addition the position requires being part of an on-call rotation that includes evening, overnight, weekend, and holiday hours which may require immediate response into the field.

Travel: These positions require regular travel throughout Fairfax County and Northern Virginia.

Note: This job announcement will be used to fill current vacant and future full-time Child Protective Services Supervisor (Social Services Supervisor) positions located in Fairfax County to include Alexandria, Annandale, and Fairfax, Virginia.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with a bachelor's degree, plus three years of professional social work experience. A master's degree in a related field may be substituted for one year of the required experience.

CERTIFICATES/LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
Appointee must complete a criminal background check, a check of the Child Protective Services Registry, and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Master's degree in social work (MSW) or a related human services degree.
  • Five years of professional social or human services work which primarily involved conducting abuse and neglect investigations to identify and respond to cases of child abuse/neglect, and develop safety plans. (Work must have demonstrated knowledge of the abuse/neglect continuum, including but not limited to: trauma, aggression, denial, depression, physical injury, family/societal influences and actions, intervention techniques, engaging involuntary clients including alleged abusers and caretakers of victim children, conflict resolution, and, the legal system.)
  • Demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision through the completion of training courses in supervision accompanied by application of supervisory skills, and/or favorable appraisal/evaluation by a supervisor indicating the possession of supervisory potential.
PHYSICAL REQUIREMENTS:
Sufficiently mobile to travel independently within Fairfax County and Northern Virginia to attend meetings, training, accompany staff to home visits, and court appearances. Ability to communicate clearly and concisely both orally and in writing. Ability to use automated technology. Must be able to operate a motor vehicle.
