Job Announcement

Under direction of the contract team supervisor, provides responsive, high quality administrative and procurement support to assigned contract team. Carries out administrative duties such as filing, data entry, scanning, copying, etc. Supports fellow contract team members through a variety of tasks including preparing contract documents and reports, contract renewal correspondence and preparing addenda and amendments to bids and contracts as necessary. Provides procurement guidance and assistance to county employees, outside agencies, vendors and members of the public by delivering accurate and complete information, in a courteous, efficient and timely manner. Performs routine purchasing and contract administration. Conducts and administers low complexity informal procurement actions using the state's e-procurement system, eVA. Advises user department's on proper purchase methods and contract resources. Prepares bid tabulations; reviews and analyzes bid results. Approves purchase orders within delegated authority and performs data entry of contracts in automated purchasing system. Maintains contract files, paper and electronic and is responsible for contract records management/archiving function. Provides administrative support for other areas of the organization as needed. Maintains professional and technical knowledge by attending educational workshops/seminars, participation in professional organizations, and establishing personal networks.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to the following: high school graduation or a GED issued by a state department of education; plus two years of purchasing or materials management experience, or an associate degree in business administration or related field.

PREFERRED QUALIFICATIONS:
Knowledge of general procurement practices, policies and procedures. Must be an effective communicator committed to delivering high quality customer service. Candidate shall be ethical, reliable, organized, and has analytical skills to implement effective and efficient procurement practices in accordance with County policies. Excellent time management skills and ability to multi-task and prioritize work. Keen attention to detail and strong organizational skills. Ability to create and compose general contract documents and correspondence. Strong customer service and interpersonal skills. Ability to multi-task, conduct business in a professional manner, and maintain confidentiality. Ability to use sound judgment in making decisions. Ability to compare and analyze costs and specifications. Ability to maintain effective work relationships with contractors, team members, and internal customers. Experience using automated technologies such as databases and Web-based online applications. Experience using Microsoft Office Suite computer software to include Outlook, Word, and Excel.

PHYSICAL REQUIREMENTS:
Corrected visual acuity sufficient to read and understand data displayed on a computer monitor and printed documentation. Manual dexterity to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
