Contract Specialist, Senior
Key Role:

Assist government procurement agencies to define proposals, including request for proposals (RFPs) and qualify vendors. Apply knowledge of the defense acquisition process to support clients in the analysis and improvement of contracting process, policy analysis , and procedures. Plan innovative approaches for implementing contract strategies. Advise and guide on all matters of federal, DoD, and Navy pre-award and post-award contracting procedures and policies. Review procurement request (PR) packages, including acquisition plans (APs), acquisition strategies (AS), statements of work (SOWs), performance work statements (PWSs), source selection plans (SSPs), j us tification and approvals (J&As), determination and finding (D&F), and the contract data requirements list (CDRL), such as ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.

Basic Qualifications:

-6+ years of experience with cradle to grave contract management, including procurement planning, pre-award, price and cost analyses, and post-award and closeout in a government or government support role

-Experience with Navy contracting required

-Experience with providing expert contractual advice to a government client, including researching, analyzing, and interpreting complex rules and regulations and providing actionable recommendation to government clients, such as senior government executives

-Experience with the complete Micro sof t Office suite, including Excel, PowerPoint, and Project

-Knowledge of federal acquisition regulations (FAR), defense federal acquisition regulations system (DFARS), principles of acquisition planning, and other requirements necessary to accomplish assigned duties

-Ability to obtain a security clearance

-BA or BS degree

Additional Qualifications:

-Possession of excellent c us tomer service skills

-Possession of excellent oral and written communication skills, including us ing a computer proficiency to effectively communicate complex procurement regulations, processes, and procedures

-Defense Acquisition Workforce Improvement Act (DAWIA) CON or Certified Federal Contracts Manager (CFCM) Certification preferred
