Responsibilities

The incumbent of this position serves as Loan Specialist in the Transportation Portfolio Management Division (TPMD) in the Office of Board Authorized Finance. TPMD is responsible for all post-authorization asset management functions related to EXIM transactions in the transportation sector and will work in close coordination with the Transportation Division. The responsibilities related to the financing of the export of U.S. manufactured transportation equipment including large commercial aircraft, general aviation aircraft, aircraft engines, helicopters, etc.

At the full performance level, duties include, but are not limited to:
  • Monitors the borrower's financial and operational structure, as well as its strategic plan and competitive environment. Monitors country developments especially as they relate to the borrowers macro-economic operating environment i.e. currency movements, political developments, etc. Follows sectoral developments affecting the borrower's industry segment (i.e. legal and regulatory framework, and structural changes within the sector e.g. privatization and deregulation efforts, etc). so as to determine debt payment capacity.
  • Monitors all areas of day-to-day individual transactions: from preparing annual risk rating reports, to completing waivers and amendments. The reporting requirements also include, in cases of default, the preparation of monthly restructuring reports. Analyze borrowers or guarantors' financial and operating statements for warning signs of credit deterioration and to determine need for restructuring reports. This process includes collection and review of financial statements, progress reports, reports of covenant compliance, collateral reports, and news reports, and, in some cases, site visits.
  • Reviews and responds to all post-issue requests from borrowers for extensions, payment deferments, consents, waivers, and other modifications related to operative loans and guarantees.
  • Participates in preparing briefings for Senior Management of relevant case and country developments and status of impaired assets. Coordinates with OGC, Transportation Division and Planning and other Divisions as necessary in the preparation of briefing memorandum on specific transactions or country developments.
  • Negotiates under management's guidance new terms with borrowers or other creditors in the event of a restructuring. Coordinates with the Transportation Division and the Office of the General Counsel (OGC).
  • Represents EXIM at Transportation Industry Conferences and lnteragency meetings to discuss and coordinate government policy and issues. Speaks at public conferences on EXIM programs, as well as TPMD sector-specific topics. Such conferences may include participants from U.S. and foreign companies, multilateral institutions, foreign governments, other export credit agencies and exporter/bank industry groups.

Qualifications

Basic Requirements:

A bachelor's degree or higher in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, real estate operations,statistics.

OR

Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government. Specialized experience includes:
  • Experience Experience in and knowledge of financial statement analysis, intermediate accounting and corporate finance.
  • Experience in analyzing diverse corporate finance structures such as asset-based, limited recourse project finance, export finance and restructuring problem loans.
  • Experience leading and mobilizing the necessary internal and external resources to achieve a successful closure to a case in a timely manner.
  • Experience in coordinating the work and information flow between internal and external resources available in a transaction.

Education cannot be substituted for experience at the GS-13 grade level.
