Summary

A successful candidate in this position will serve as a Security Specialist to provide physical security program expertise and management support to accomplish the goals and objectives within the context of NNSA's mission.

Responsibilities

As a Security Specialist, you will:


Provide expertise and recommendations to senior level managers in all facets of physical security to identify security shortfalls; assess compliance with Departmental and national requirements; plan activities to implement, monitor, and assess the various National Nuclear Security Administration (NNSA) security programs.

Incumbent manages the NNSA Physical Security Systems programs and directs organizational compliance with Departmental (e.g., DOE O 473.3A, Protection Program Operations; DOE O 470.4B, Safeguards and Security Program; DOE 0 206.2, Identity, Credential and Access Management (ICAM); etc.); and national regulations (e.g., Homeland Security Presidential Directive-12; Interagency Security Council publications; etc.) to address NNSA's national security interests.

The incumbent will be required to travel for such activities as interfacing with site managers and contractor staff; managing activities; evaluating facility performance; identifying technology development needs; analyzing and observing on-site testing and evaluations; attending conferences, symposia, or working group meetings; and other routine travel to assist site security program implementation.

Serves as the NNSA ICAM program lead for physical security access control systems implementation, and represents NNSA at related meetings and functions, including the Argus Users Group, Technical Interchange Meetings, ICAM Working Groups and Physical Security Implementation Panels.

Responsible for providing leadership and direction in developing, implementing, coordinating, and managing the NNSA Physical Security Systems program activities. The incumbent serves as the NNSA Argus Program Manager to include the Argus parts depot, and develops an annual operating plan (AOP) budget formulation in conjunction with contractor Argus program managers.

Conducts quarterly and annual analyses of annual operating plan funding and physical security system supplemental budget data, and develops reports and provides recommendations to DNS leadership and field offices.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project payband or GS grade level in the Federal service i.e. (NQ-02 or GS-12). Specialized experience for the NQ-03 is defined as:

Experience must demonstrate knowledge of nuclear security programs and laws, regulations, policies and standards to provide safeguards and security advice on multiple agency security programs with an emphasis on development of physical security system analysis, requirements, standards, operations, and program management.

Examples of qualifying experience include:

• Developed strategies for physical security systems operating in nuclear security environments, to include, analysis and mitigation strategies for substandard system performance.

• Implemented national level Nuclear physical security policies, statutes, regulations and agency orders at the local or management levels.

  • Knowledge and skill in application of advanced theories, techniques, and practices in the field of security to provide authoritative guidance, assistance, and support to NNSA management and program officials on the full range of NNSA security operations including expert knowledge of electronic security detection/assessment, access control, lock and key, and barrier systems.
  • Knowledge and skill in developing and writing new policies, approaches, implementing instructions, standard operating procedures, system requirements and technical specifications.
  • Knowledge of nuclear safeguards and security regulations, standards, policies, and procedures.
  • Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches for resolving significant issues or problems.
  • Knowledge of the Planning, Programming, Budgeting, and Evaluation process and logistics management.
