Summary

This position is located in the Office of Strategic Infrastructure, Environmental Management Division (EMD), at NASA Headquarters. EMD provides functional leadership, policy, oversight and coordination for NASA institutional and programmatic environmental issues directed toward enabling the NASA mission, assisting Centers, advancing environmental stewardship, and ensuring environmental regulatory compliance.

Responsibilities

  • This position provides environmental technical and administrative direction to the EMD employees performing the work and functions of the organization.
  • Plans, manages, and coordinates overall EMD effort in environmental projects in unexplored areas where there is little or no theory so new techniques and approaches are needed to achieve and maintain regulatory compliance.
  • Resolves difficult and complex technical, project management, and organizational problems using innovative and original approaches. Establishes Agency level policy, procedural requirements, and guidance on environmental regulations and directives.
  • Manages overall EMD efforts toward the development, evaluation, and improvement of environmental planning and reporting documents and standards for the Agency.
  • Supports the development and ongoing revisions to the Division's implementation and risk management plans.
  • As a technical authority, evaluates and oversees all EMD efforts regarding highly complex high-technology projects/programs and associated documents for compliance with program requirements.
  • As a recognized expert, provides advice and guidance on policy matters related to meeting environmental regulatory documentation requirements in the most challenging cases, often involving high-technology programs/projects.
  • Serves as an authority in a program or project area characterized by work in unexplored environmental areas that require attaining a difficult balance between technical, regulatory, and management requirements.
  • Provides expert environmental technical recommendations, advice, and guidance regarding the applicability, interpretation, and enforcement of complex environmental laws, regulations and policies at the local, state and federal levels.
  • Ensures application of the latest state-of-the-art technology in missions or programs by relying on previous experience and keeping abreast of current developments in related technology fields.

Skill Set 1: Leading and managing people and organizations in the execution of environmental management functions to include actively leading and managing organizational change; AND

Skill Set 2: Developing and implementing agency, or equivalent, level programs and policies in the areas of
environmental management and compliance.

You will be evaluated for this job based on how well you meet the qualifications above.
