Summary

This position is in the National Science Foundation (NSF), Office of Budget, Finance and Award Management (BFA). This is a developmental level position. The primary purposes of this position are to support the BFA Management and Program Analyst Team by conducting research and analysis on various subjects and to provide administrative support for management and business activities of the BFA Management and Program Analyst Team and strategic planning efforts of BFA.

Responsibilities

Research and Analytical Support
  • Conducts research and analyzes information on a variety NSF's administrative policies and procedures as they pertain to BFA's business activities and develops summaries and recommendations for the BFA Management and Program Analyst regarding changes in business practices.
  • Supports the BFA Management and Program Analyst Team on annual certifications and data calls, extracting data from NSF's systems and drafting responses.
  • Participates with BFA Management Team in reviews of BFA's administrative processes, practices, and procedures for consistency with BFA and NSF guidelines, and recommends or takes action on changes that may be required.
  • Participates with BFA staff in conducting periodic studies and reviews to evaluate BFA internal policies and operating procedures for efficiency and consistency with BFA and NSF's administrative polices and office procedures; develops recommendation to ensure compliance with BFA and NSF guidance.
  • Develops, implements, and reviews revised policies and operational procedures to evaluate effectiveness in supporting substantive BFA administrative objectives and support functions.

Administrative and Office Management Support
  • Logs and tracks all incoming and outgoing clearance actions for BFA. Ensures proper assembly of material, formatting, routing and filing of actions.
  • Schedules meetings, prepares and distributes meeting materials, e.g., notices, agendas and other supporting documentation, as necessary for CFO.
  • Reviews and prepares responses and documents that are sensitive or of high priority (e.g., the National Science Board (NSB), OMB, Congress, Budget and Operations Advisory Committee and other high-level briefings.
  • Provides administrative logistical support for BFA-wide and cross-agency committees or work groups(e.g., the Business and Operations Advisory Committee).
  • Serves as the BFA point of contact for document and records management.
  • Serves as a technical lead for BFA web-Based collaborative platforms (e.g. SharePoint, OneDrive).
  • Participates with and supports the BFA Management and Program Analyst Team and BFA Front Office in planning and coordinating complex business activities.
  • In coordination with the BFA Office Administrative Coordinator, reviews, prepares, and provides support to the BFA Management and Program Analyst Team on administrative and office management support activities.
  • Establishes operational policies and exercises independent judgment and initiative to achieve the purposes and goals of BFA.
  • Stays attuned to the BFA Management and Program Analyst Team's and BFA's overall priorities and provides support as necessary.
  • Provides telephone support by answering, screening, and referring calls and checking and routing voice messages.
  • Serves as timekeeper for BFA Front Office personnel.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-7 level you must have at least one year of specialized experience equivalent to the GS-5 level in the Federal service. Examples of specialized experience include: collecting data and analyzing information, use of data and file management systems such as SharePoint for storage of files, reviewing budget and data from systems to support data calls and database queries, coordinating business activities and team collaboration in support of the organizations mission;

OR Superior Academic Achievement - having earned a Baccalaureate degree with one of the following: graduated in the upper one-third of your graduating class; OR earned a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during your final 2 years;

OR At least one full year of graduate level education;

OR A combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-9 level you must have at least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of specialized experience include: engaging in ongoing analysis of business processes to identify and recommend solutions to problems; developing and presenting factual evidence both in writing and before an audience to support enhancements in the methods of performing work; reviewing data for trends related to business processes, interpreting those trends, and determining causes and possible courses of action;

OR A master`s or equivalent graduate degree;

OR 2 full years of progressively higher level graduate education leading to such a degree;

OR A combination of post high school education and experience that together meet the qualification requirements for this position.
