MINIMUM QUALIFICATIONS

Education

Graduation from an accredited college or university with a Bachelor's Degree in Engineering or related field.

OR,

In lieu of Bachelor's Degree, graduation from high school with a minimum of ten (10) years of extensive experience in the hands-on planning, development, administration and monitoring the effectiveness of construction safety programs in the construction of transit facilities. An equivalent combination of education and experience may be acceptable.

Experience

A minimum of six (6) years of extensive experience in the hands-on planning, development, administration and monitoring the effectiveness of construction safety programs in the construction of transit facilities. Experience must include five (5) years of providing safety expertise to contractors on construction projects that interface with an operating rail and bus system.

Certification/Licensure

Possession of a valid motor vehicle operator license issued from the jurisdiction of residence.

Certification as a Certified Safety Professional with a specialty certification in construction may be required.

SUMMARY

This is a complex professional, supervisory and technical position responsible for construction safety management. The Construction Safety Liaison Officer is responsible for effectively monitoring and evaluating contractors' safety programs in compliance with OSHA regulations, the WMATA System Safety Program Plan and contract specifications for the Authority's new construction, capital improvement and adjacent construction projects. The Liaison Officer collaborates with various WMATA departments and contractors to ensure the safety of customers, revenue operations, WMATA and contractors' employees and the general public, during construction projects that interface with the operating systems. The Liaison Officer develops and interprets effective safety concepts for new construction projects, investigates •major incidents/accidents, researches/analyzes high-risk conditions, and recommends timely solutions to project managers and contractors to control hazards. The incumbent develops construction safety policies, procedures, safety training programs, and contract specifications and evaluates their implementation by WMATA contractors engaged in new, adjacent and capital improvement construction projects. The Liaison Officer establishes annual construction safety goals with management, works with project managers and contractors in attaining the goals, and performs quality control tasks. The Liaison Officer serves as an internal consultant on construction safety issues. The incumbent develops criteria for and supervises the performance of site inspections, evaluations, and audits to identify safety and industrial hygiene hazards on construction projects. The individual monitors the development of effective engineering and administrative controls by contractors to mitigate or control identified hazards. Performance will be measured on the effective and efficient performance of assigned duties. The Liaison Officer has considerable latitude for independent judgment and action within established guidelines.

ESSENTIAL FUNCTIONS

Develops and administers the Authority's Construction Safety Program by monitoring contractors' compliance with the Department of Labor's Occupational Safety and Health Administration Regulations (OSHA) as they apply to construction activities of the Authority.

Maintains the currency of the WMATA Safety Construction and Environmental Manual. Provides interpretation of this Manual as required. Monitors the effectiveness of contractor compliance with the requirements of the Manual.

Coordinates with various WMATA departments and contractors to ensure the safety of customers, revenue operations, WMATA and contractors' employees and the general public, during construction projects that interface with the operating system. Conducts pre-construction meetings with contractors to ensure that the necessary procedures are in place for the specific work to be performed to achieve a high degree of safety in the operating systems.

Continually reviews contractor safety programs and serves as SAFE's representative in the approval process for contractor safety superintendent personnel.

Performs daily safety inspections of contractors' construction sites for safe working conditions, safe conditions for customers, and the public, and the absence of noxious/explosive gases, operating conditions of mechanical equipment and presence of proper first-aid facilities, personnel and procedures Upon discovery of imminently dangerous situations, incumbent has authority to issue "Stop-Work" orders pending restoration of safe conditions.

Conducts Investigations and prepares detailed reports on causes of construction related fatalities and serious accidents. Directs investigations of lost time accidents and prepares reports and recommendations regarding same. Maintains accident and injury data on the various construction projects administered by the Authority.

Conducts meetings with union officials and contractor management personnel to develop safety training programs for implementation by unions and contractors.
