Responsibilities

The Associate Chief Counsel, Corporate employs approximately 40 attorneys who work in our National Office in Washington, DC. These attorneys provide published guidance, technical support to field personnel engaged in examinations and administrative appeals and to Office of Chief Counsel and Department of Justice attorneys involved in litigation, and legal advice including private letter rulings to taxpayers.

As a GS-14 attorney for the Office of Chief Counsel, Corporate, you will perform the following principal duties:
  • Draft published guidance, including regulations, revenue rulings and revenue procedures, in collaboration with Treasury Department Office of Tax Policy.
  • Provide technical support to IRS field attorneys and examination personnel and to Department of Justice attorneys involved in refund and appellate litigation, including development of issues, recommendations regarding litigation, and review of examination and litigation-related documents.
  • Analyze taxpayers' requests for private letter rulings and draft appropriate rulings.
  • Advise Chief Counsel regarding proposed legislation.

Qualifications

You must meet the following requirements by the closing date of this announcement:

Possess a J.D. and one year of general legal experience, plus 2 years of legal tax experience (1 year of tax experience must have been comparable to the GS-13 level) or an LL.M. plus 2 years of legal tax experience (1 year must have been comparable to the GS-13 level). Specialized Experience: In addition, at least 52 weeks of the legal tax experience must have involved experience working on the application of Federal Income Tax laws concerning Subchapter C and the consolidated return regulations to complex corporate transactional issues. Must possess the ability to engage in highly complex transactional analysis, independent research and writing, oral briefings, and cooperative teamwork.
  • The J.D. and/or the LL.M must be from an ABA-accredited law school.
  • Candidates must be admitted to practice law before the highest court of a state or territory of the United States; the District of Columbia; or the Commonwealth of Puerto Rico.
  • One year of professional legal experience refers to full-time work after admittance to the bar. Part-time work is considered on a prorated basis.
  • The experience may have been gained in either the public or private sector.

Education

You must have graduated with a J.D. and/or an LL.M from an ABA-accredited law school.

CONDITIONS OF EMPLOYMENT:
  • A 1-year trial period is required.

  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
