As the Deputy Director of Compliance & Field Operations for an independent health and safety regulatory agency, you will help lead over 150 employees who are dedicated to saving lives and keeping families safe from hazardous consumer products. Responsibilities

The Deputy Director for the Office of Compliance serves as a strategic and tactical compliance executive and change agent by directing the development, planning, and execution of compliance and enforcement activities while improving the efficiency, quality, and timeliness of delivering safety results for consumers. You will manage, and as necessary, adjust and establish systems to ensure consumer product hazards are prevented and/or resolved in a timely manner. Critical to success in the role is the ability to help lead the compliance team in the identification and management of consumer product hazards, while managing compliance and enforcement costs and work flow, reducing "bottlenecks," improving resource utilization, improving the timely completion of internal projects, and improving the efficiency and effectiveness of the compliance and enforcement program. You will be responsible for organizing, staffing, coordinating, and controlling the day-to-day, substantive compliance work of the organization through subordinate Division Directors. You also help to establish and evaluate operational policies, makes decisions on programs, establish priorities, and allocate resources. Specific activities associated with this position include:
  • Managing and coordinating the work of the subordinate Division Directors;
  • Developing, implementing and overseeing nationwide enforcement efforts, short and long-term Compliance investigations and other inter-agency investigations;
  • Analyzing and evaluating extremely complex cases and providing findings and recommendations to other Senior Level officials;
  • Establishing cooperative relationships with high level management from other federal, state and local investigative agencies;
  • Coordinating with the Office of the General Counsel on case development and administrative litigation and providing advice to obtain effective and meaningful corrective actions;
  • Providing advice and guidance to regulated industries on how to comply with all CPSC-administered acts;
  • Promoting industry compliance with existing safety rules;
  • Reviewing proposed standards and rules with regard to their enforceability;
  • Identifying and acting promptly on safety hazards in consumer products already in distribution; and
  • Enforcing the requirement that firms identify and report products that could present possible substantial hazards.

    This is a Public Trust Position. Employment in this position requires a background investigation. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed or undisclosed background issues, the tentative employment offer may be withdrawn.

    MANDATORY TECHNICAL QUALIFICATIONS: In addition, all applicants must submit a separate written narrative response to each of the following TQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQs in a word document and then insert into our system (limit of 6,400 characters for each narrative).

    1. Knowledge of investigative oversight sufficient to lead, direct, and supervise a large, multi-disciplinary organization charged with: 1) investigations of product hazards, 2) handling violations of regulations, and 3) development of corrective action programs.

    2. Ability to conduct negotiations to obtain corrective actions with major manufacturers, companies, and law firms.

    3. Ability to apply laws and regulations to the facts of individual cases and the ability to communicate and teach this skill to subordinates.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    Applicants will be rated and ranked by the CPSC Executive Resources Board (ERB) using only the information submitted for consideration. Applicants are to separately address the ECQs (unless exempted) and the Technical Qualifications question listed in the announcement by documenting demonstrated experience, training, and/or education. Applicants who do not separately address the required qualifications will be ineligible for consideration. The ERB will rate and rank each applicant based on the qualification requirements and refer the top candidates to the selecting official. The selecting official will consider the best qualified applicants referred based on the information provided, and possibly a personal interview. The ERB will approve the final selection and forward to the Chairman. In competitive cases, the Office of Personnel Management (OPM) will certify qualifications through the OPM Qualifications Review Board.
